The Government Office has just sent a document to the Ho Chi Minh City People's Committee and relevant ministries and branches to convey the Prime Minister's direction in resolving difficulties for the 10 trillion VND flood prevention project.
Accordingly, the Prime Minister requested the Chairman of the Ho Chi Minh City People's Committee to focus on directing the completion of the review, discussion and negotiation with investors on the project value. At the same time, eliminate all unreasonable and illegal costs; agree on the value, progress, contract payment terms and other necessary contents as a basis for signing the contract appendix in accordance with the law, and avoid loss of state budget.
The Prime Minister also requested that Ho Chi Minh City immediately resolve project problems under local authority before December 20, to avoid delays and waste in investment.
The Prime Minister also assigned the Governor of the State Bank to work with the Chairman of the Ho Chi Minh City People's Committee and the Joint Stock Commercial Bank for Investment and Development to promptly resolve Ho Chi Minh City's proposal related to refinancing the project according to its functions, tasks and authority, ensuring compliance with legal regulations.
The Ministry of Planning and Investment is assigned to preside over and coordinate with the Ministry of Justice, Finance, Construction, Public Security, Government Inspectorate, State Bank, Ho Chi Minh City People's Committee and relevant agencies to review and propose solutions to handle Ho Chi Minh City's recommendations related to the project's problems, and report to the Prime Minister before December 20.
At the same time, the Prime Minister directed the Ho Chi Minh City People's Committee to be responsible for providing complete records and documents related to the project, coordinating with relevant units to review and propose solutions to resolve project problems.
