"Race" to hand over the site of the 500kV line project, circuit 3 in Hai Duong

The power line running through Hai Duong province is nearly 31 km long, including 74 pole foundation locations through Ninh Giang, Gia Loc, Thanh Mien and Binh Giang districts. According to the progress report of the Department of Industry and Trade, by March 14, all 74 foundation locations had been handed over to contractors for simultaneous construction. Of which, the concrete foundation part of 30/74 locations has been completed, including 11 locations in Ninh Giang district, 9 locations in Thanh Mien and Binh Giang each, and 1 location in Gia Loc. Contractors are digging and casting foundations at 44 locations. Currently, contractors are transporting and gathering poles to the construction site and constructing and installing 4 locations. Along with the drastic participation of localities, construction contractors are also focusing on human resources and means to speed up the progress.

PC1 Group Joint Stock Company is the contractor for package 59 in Van Hoi commune (Ninh Giang). Due to the rainy weather, to ensure safety, workers worked while checking the assembled parts. The contractor followed the "4 on-site" principle to take advantage of local resources, means and machinery to ensure construction progress. At column 224, the contractor poured the column foundation using a concrete pressing robot. The application of this new equipment not only helps ensure the quality of the project, but also helps speed up the construction time by 5-10 days compared to using a conventional concrete pressing machine. “When participating in the 500kV line 3 project of Vietnam Electricity Group, we are determined to ensure the progress and quality of the project, achieving the Prime Minister's target of closing the entire line by June 30,” said Mr. Nguyen Tien Thanh, Deputy Site Commander (PC1 Group Joint Stock Company).

At 44/75 column foundation locations in the 4 districts of Ninh Giang, Thanh Mien, Gia Loc and Binh Giang, the working atmosphere is equally urgent and exciting. Contractors take advantage of the time, dividing into 3 shifts, 4 teams to speed up the progress. In Thanh Mien town, the contractor, Song Da 11 Joint Stock Company, mobilizes local human resources and machinery to speed up the construction progress of column foundation locations. As soon as the site is available, the construction unit will dig the foundation, drive concrete piles, and level the ground immediately...

Quickly remove obstacles

In addition to constructing pole positions and corridors, in Thanh Mien town, the contractor Song Da 11 Joint Stock Company also has to construct a 110kV line connecting Pho Cao transformer station to Thanh Mien 110kV station. The construction of this temporary line is to ensure power supply for Thanh Mien district during the construction of the line part of the project. Although it is a temporary line, it is still necessary to build centrifugal concrete poles and temporarily reclaim land. According to the plan, this temporary 110kV line must be energized by March 24, providing power in time and ensuring the safety of the project. However, the site clearance has not yet received the consensus of some households. "We hope that local authorities will help and create conditions for the construction unit to soon complete the proposed progress," said Mr. Pham Quoc Khanh, Song Da 11 Joint Stock Company.

Many local machines, equipment and workers were mobilized by contractors to speed up the construction progress.

According to the report of the Department of Industry and Trade, Hai Duong province has 13/31 anchorage areas that have not been handed over. Of which, Thanh Mien district has the most with 6 areas, Ninh Giang and Binh Giang each have 3 areas, Gia Loc district has 1 area related to 20 households. Localities are completing procedures to establish compensation plans, publicize and approve plans to proceed with paying compensation for clearing the corridor area for these households.

To speed up the construction progress and complete the handover of the entire route corridor in March 2024, ensuring sufficient conditions for energization in June 2024, especially ensuring both progress and technical quality, in addition to the urgency of contractors in construction, localities need to mobilize affected households to hand over the entire route corridor to investors. Departments and branches proactively review work related to assigned functions and tasks to direct the immediate handling of arising problems (if any); at the same time, closely coordinate with investors and contractors to implement "4 on-site". Localities direct and thoroughly implement the People's Committees of communes and towns to create all conditions for contractors during the project construction process; support investors and contractors in negotiating, opening construction roads and material gathering areas for construction implementation...
