On the morning of May 23, the Government Standing Committee held an online meeting with localities on a number of issues: ensuring adequate electricity supply during peak periods in 2024, 2025 and the following years; implementing the 500kV line 3 project from Quang Trach (Quang Binh) to Pho Noi (Hung Yen); implementing the plan to implement the 8th Power Plan. Comrade Pham Minh Chinh, Politburo member and Prime Minister chaired the meeting. Comrade Tran Hong Ha, member of the Party Central Committee, Deputy Prime Minister and leaders of a number of relevant ministries and branches attended the meeting.

The delegates listened to the leaders of Vietnam Electricity Group (EVN) report on the implementation of investment in the construction of the 500kV line, circuit 3, from Quang Trach to Pho Noi. Accordingly, in terms of site clearance, 100% of the column foundations and nearly 93% of the anchorage have been completed; the supply of materials and equipment and construction are being urgently implemented, striving to achieve the testing, acceptance and energization progress milestone from June 20 to 30, 2024 as directed by the Prime Minister.

Reporting to the Prime Minister at the meeting, Comrade Nguyen Quang Hung, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, said that up to now, there are still 5 areas that have not been cleared, but the provincial government has directed propaganda and mobilized households with areas that must be cleared to commit to creating favorable conditions for the line to be pulled without affecting the project's progress and will proceed to clear and hand over the site to the project before May 31. The province also directed localities and Thai Binh Electricity Company to mobilize and be ready to mobilize young people to participate in supporting the construction to speed up the project's progress.
The Prime Minister highly appreciated the active and responsible participation of ministries, branches, localities, units and thousands of cadres, engineers and workers working at the construction site in implementing the 500kV line project, circuit 3, section from Quang Trach to Pho Noi.
The Prime Minister said that the country's production recovery and economic growth in the first four months of the year had many positive results, including important contributions from the electricity sector. It is forecasted that the demand for electricity in production and consumption will increase in the coming time, especially in the dry and hot season, so the early completion of the 500kV line 3 project is very important and urgent. The Prime Minister requested localities to promptly hand over the entire site to the construction unit, inspect, urge, and support human resources to promote the project's progress; propagate to create consensus, support and ensure the legal and legitimate rights of people and businesses affected by the project.
Ministries, branches and EVN promptly resolve difficulties in supplying materials and equipment; review the critical path of the progress, control the progress by day and week, and are determined to complete the entire project to energize on June 30, 2024. The construction process must ensure requirements on quality, technique, safety and environment. The Ministry of Natural Resources and Environment appraises and completes the promulgation of the compensation, support and resettlement policy framework. The Ministry of Transport coordinates to ensure safety at intersections between traffic routes with the 500kV line passing through. The Ministry of Finance ensures smooth and quick customs clearance of imported goods; the Ministry of Industry and Trade directs the Trade Offices in importing countries to promote the progress of equipment import and export. The corporations: Viettel, VNPT coordinate and provide human resources to support EVN in constructing the project as quickly as possible.
Regarding ensuring sufficient electricity supply during peak periods in 2024, 2025, and the following years and implementing the plan to implement the VIII Power Plan, Prime Minister Pham Minh Chinh requested ministries, branches and EVN to study and direct power plants to proactively mobilize capacity and regulate loads, increase transmission, and encourage people and businesses to use energy economically and efficiently. Receiving the direction of the Prime Minister, the Provincial People's Committee has directed relevant departments, branches, localities and units to immediately deploy a number of solutions to ensure stable and safe electricity supply for the daily life, production and business of people and enterprises.
