Key projects in the mountainous district of Vu Quang (Ha Tinh) are fulfilling their "mission" of cutting floods and preventing landslides for people in downstream communes.
With the anti-erosion embankment, Mr. Tran Dinh Tu (Huong Tho village, Duc Huong commune) feels more secure every time the rainy and stormy season comes.
Recalling the historic floods in 2010 and 2020, Mr. Tran Dinh Tu (Huong Tho village, Duc Huong commune) as well as more than 30 households living along the banks of the Ngan Sau river through the village are still terrified, because thousands of cubic meters of land and many of their family's properties were swept away by floodwaters.
Mr. Tu said that his house was built 40 years ago, at that time about 20m from the river bank. Over time, the garden has been gradually "eaten" by the river, now it is less than 10m from the bank, every time there is heavy rain, the family is restless.
However, since the embankment along the riverbank was built and put into use (from June 2021), the landslide situation has been overcome and people's lives have also been ensured.
People in Huong Tho village have stabilized their lives on the banks of Ngan Sau river when there is an embankment to prevent landslides.
“The embankment is like a shield protecting our fields and assets. In the past 2 years, since the embankment was put into use, people no longer have to evacuate when there is heavy rain; assets such as land, crops, auxiliary works, even houses... are all preserved after heavy rain. We are very happy, we can only thank all levels for their attention and support. In the coming time, we hope that along the banks of the Ngan Sau River, more solid embankments will be invested in so that everyone can benefit and feel secure in production,” Mr. Tu said excitedly.
Mr. Tu's joy is also the joy of dozens of households in Huong Tho village. That further affirms the role and urgency of investing in disaster prevention and control projects, especially in areas frequently affected by storms and floods like Vu Quang.
The entire Vu Quang district has built nearly 6 km of embankments to prevent landslides along the river banks.
Mr. Nguyen Truong Tho - Director of the Management Board of Investment and Construction Project of Vu Quang district informed that the embankment to prevent landslides on the Ngan Sau river bank, the section passing through Huong Tho village (Duc Huong commune) has a total length of 1.9 km with a total investment of 43 billion VND. The project was put into use in mid-2021. Since then, the landslide situation in the village has been resolved.
According to Mr. Tho, the entire district has built nearly 6 km of embankments along the riverbank in the communes of Duc Linh, An Phu, Duc Lien, Duc Huong... The project is of great significance, ensuring safety and stabilizing the lives of thousands of households along the Ngan Sau River, contributing to the development of production and improving the lives of the people.
The main canal system of Ngan Truoi has been invested in modernly, ensuring irrigation for people in Vu Quang and neighboring areas.
Besides the anti-erosion embankment, the Ngan Truoi - Cam Trang multi-purpose irrigation project (including 3 components: the headworks of the Ngan Truoi reservoir, the canal system and relocation and resettlement) also plays an important role in flood control for the downstream area of Vu Quang and neighboring areas.
According to the Management Board of Investment and Construction of Irrigation 4 (Ministry of Agriculture and Rural Development), in recent days, despite the complicated developments of floods and rains, thanks to Ngan Truoi Lake, it has fulfilled its "mission" well, storing nearly 165 million m3 of water, thus contributing to effectively reducing floods in the lower Vu Quang area and the upper Duc Tho area. In the 2020 flood alone, the lake stored nearly 350 million m3 of water, thereby significantly reducing damage.
"With the dam crest design elevation reaching 57.8m, the reservoir capacity reaching 775 million m3 of water, the reservoir is responsible for storing water and regulating floods for the downstream area. To operate the reservoir effectively, especially during the rainy season, the Management Board has assigned staff to be on duty 24/7, updating and reporting the water level to the reservoir regularly according to the time frame. Since the beginning of the rainy season, we have also made a specific plan to have a suitable operation plan for each time period" - Mr. Van Thang, Deputy Head of the Management Board of Investment and Construction of Irrigation 4 informed.
Ngan Truoi Reservoir
Mr. Nguyen Van Tuan (residing in Hamlet 2, Duc Bong Commune) said: "Not only me but many other households in the area are happy to have Ngan Truoi reservoir.
With its large capacity, Ngan Truoi Lake and its modern canal system have helped people stabilize their water source for production. In particular, thanks to the lake, "fierce" floods have disappeared, allowing people to feel secure in their production and stabilize their lives."

Ms. Nguyen Thi Anh - Director of the Management Board of Investment Projects for Construction of Agricultural Works and Rural Development of Ha Tinh Province assessed: “Ngan Truoi Reservoir is a multi-purpose project, playing a role in providing irrigation water for more than 32 thousand hectares of agricultural land and aquaculture of 8 districts and towns, especially the role of flood control for the lower part of Vu Quang district and neighboring localities. Typically, in the 2020 flood, many localities of Ha Tinh were heavily flooded, however, thanks to the reasonable regulation of the spillway system, people downstream of Ngan Truoi Reservoir were almost not severely affected by the flood.
In the coming time, we hope that all levels and sectors will continue to pay attention to investing resources, implementing more anti-erosion embankment and flood drainage projects for localities that are frequently affected by natural disasters."
