On the afternoon of March 4, the National Assembly's Supervisory Delegation worked with the Ho Chi Minh City People's Committee on the implementation of Resolution No. 43/2022/QH15 on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program (Resolution 43); Resolution No. 57/2022/QH15 on investment policy for the Ho Chi Minh City Ring Road 3 construction investment project until 2023 (Resolution 57).

The monitoring delegation was led by Comrade Nguyen Duc Hai, Member of the Party Central Committee, Vice Chairman of the National Assembly. Comrade Phan Van Mai, Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Ho Chi Minh City People's Committee chaired the reception of the delegation.

Discussing at the supervision session, Deputy Chairman of the National Assembly's Economic Committee Nguyen Minh Son commented that social security work in Ho Chi Minh City has been carried out very well, especially the policy of supporting money for tenants. Regarding the implementation of the Ring Road 3 project, Mr. Nguyen Minh Son suggested that Ho Chi Minh City re-evaluate whether the capital allocation and disbursement for the project are really tight. Especially when the city is resolutely implementing the Ring Road 4 project.

Deputy Chairwoman of the National Assembly's Finance and Budget Committee Pham Thuy Chinh expressed her impression of Ho Chi Minh City in implementing the Ring Road 3 project. Ho Chi Minh City's project implementation has left many lessons, especially in compensation and site clearance.

“One of the important reasons is that Ho Chi Minh City takes people as the center, from surveys, sociological investigations, collecting people's opinions, and even resettlement arrangements... These are very important lessons in implementing key projects in the future,” said Ms. Pham Thuy Chinh, and suggested that Ho Chi Minh City share its experience in implementing the Ring Road 3 project.

Speaking at the monitoring session, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai assessed that Resolution 43 was issued not only to address issues related to the impact of the Covid-19 pandemic, but also to address the impacts of the global economic downturn and internal issues related to the growth drivers of each locality. However, the new policy design only addresses immediate, micro issues and has not yet addressed macro issues.

In the context of the world economy recovering, comrade Phan Van Mai suggested that it is necessary to strengthen the presence of Vietnamese enterprises and the Vietnamese economy in the global economic chain. At the same time, it is necessary to have a national strategic policy with high spillover effects; in which, not only are the policies on finance and economy but also on culture and society.

The Chairman of the Ho Chi Minh City People's Committee commented that the implementation of Resolution 57 was very successful. This Resolution is a specific approach to solving major problems, Ho Chi Minh City has shortened the time and mobilized forces to participate in the implementation of the Ring Road 3 project. He suggested that we should boldly have more mechanisms and policies such as Resolution 57 to accelerate the development of the country's infrastructure. Ho Chi Minh City also took on the role of focal point and applied Resolution 98 with localities in implementing the Ring Road 3 project.

Concluding the supervision session, Vice Chairman of the National Assembly Nguyen Duc Hai shared that through the supervision session, the delegation saw more clearly the difficulties and obstacles of localities in the coordination and implementation of resolutions. The delegation also recognized the shortcomings of some policies in the implementation process. The supervision delegation highly appreciated the results achieved by Ho Chi Minh City in implementing the two resolutions. In particular, Ho Chi Minh City has issued many programs, plans and directives to implement Resolution 43 and Resolution 57, helping the city overcome difficulties, gradually recover and develop the socio-economy, and stabilize people's lives. The implementation of the Ring Road 3 project is also determined to closely follow the progress.

The Vice Chairman of the National Assembly acknowledged and will study the recommendations of Ho Chi Minh City to report appropriately to the National Assembly. For other recommendations under the authority of the Government and ministries and branches, the Supervisory Delegation will study and present them appropriately in the supervision report and resolution submitted to the National Assembly. Especially recommendations related to compensation, resettlement support, one-time payment for purchasing resettlement land and apartments; support for vocational training and job search; resolving difficulties and problems related to the coordination of raw materials.
