Working Group No. 2 of the National Steering Committee for the High School Graduation Exam, led by Deputy Minister of Education and Training Hoang Minh Son, recently had a working session with Thai Nguyen province on exam preparations.
Reporting at the meeting, Deputy Director of the Department of Education and Training of Thai Nguyen province, Nguyen Van Hung, said: This year, the whole province has 16,213 candidates registered for the exam with 703 exam rooms, registered at 31 exam locations and nearly 3,000 personnel mobilized to serve the exam. Of the total number of candidates, there are 539 independent candidates and 553 candidates registered for exemption from the foreign language exam.

To ensure the exam takes place safely, the Thai Nguyen Department of Education and Training has proactively coordinated with departments, branches, organizations, and People's Committees of districts and cities.
Specifically, the Department of Education and Training has issued an Official Dispatch to coordinate with the Provincial Police to ensure the safety of the 2023 exams, coordinate with Thai Nguyen Electricity Company to provide electricity to the 2023 exam sites, coordinate with the Department of Health in guiding the exam sites to organize disease prevention and food safety and hygiene, coordinate with departments, branches and units to prepare facilities and other conditions for organizing the exam.
Facilities, plans, means, and equipment to ensure security and safety at the places where exam papers are printed, stored, exam papers, exam councils, and exam locations are carefully, cautiously, and strictly reviewed and prepared by Thai Nguyen province.
Recognizing the importance of the High School Graduation Exam, right from the beginning of the school year, the Department of Education and Training directed school principals to develop and implement plans to improve teaching quality.
Learn from the experiences of previous years' exams, promote the advantages and achievements, overcome shortcomings and limitations, and analyze the score distribution of the 2022 High School Graduation Exam for each subject, comparing with previous years.
To ensure the exam takes place safely, the Provincial Exam Steering Committee has assigned the Provincial Youth Union to establish youth volunteer teams to support the exam season, supporting candidates and their families throughout the exam process.
Accordingly, candidates who live far from the exam location will be arranged accommodation at official residences or private homes around the exam location.
In addition, candidates are also supported with lunch and transportation for students in difficult areas who may be affected by floods on the way to the exam, ensuring maximum benefits for candidates.
The exam marking work has also been carefully and seriously prepared by Thai Nguyen province. The Department of Education and Training has coordinated with the provincial police to survey and inspect security, safety, fire and explosion prevention in the exam marking area and the exam storage room.
Regarding the work of ensuring security and safety, a representative of Thai Nguyen Provincial Police said: The Provincial Police proactively consulted with the Provincial Steering Committee for the exam, directly participated in all stages of the exam and strictly implemented the regulations, rules and laws.
Especially the preservation and security of exam papers and test papers at the exam printing and copying points, during exam paper transportation and at the exam site.
Arrange adequate, professional and technical staff to strictly control and ensure security and safety during the entire exam period, paying attention to the use of high-tech cheating devices to ensure the exam is safe and without unnecessary errors.
Appreciating the preparation for the 2023 High School Graduation Exam in Thai Nguyen province, Deputy Minister Hoang Minh Son noted that although the exam takes place annually for many years, there is absolutely no subjectivity in any stage of the entire exam.
The Deputy Minister emphasized that the High School Graduation Exam is an important, nationwide exam, in which the security of the exam is a top priority, largely determining the success of the entire exam.
Therefore, everywhere, every time, every process at every stage must be confidential, safe, strict and careful.
Regarding the use of technology in the exam, the Deputy Minister commented: Technology helps to prepare and organize the exam quickly and concisely.
However, candidates can also take advantage of that strength to use high-tech devices to cheat in the exam. Therefore, it is necessary to strictly monitor, detect and promptly handle cases of violations by candidates.
Emphasizing the role of training, Deputy Minister Hoang Minh Son requested that all personnel involved in organizing the exam must be trained. Training must be carried out thoroughly, clearly identifying the person and the job.
“We cannot foresee all situations, but if well-trained, officers will handle situations according to principles, regulations, and laws, avoiding unfortunate incidents,” the Deputy Minister emphasized.
Along with that, propaganda work needs to be focused on and must be carried out by teachers and schools themselves. Propaganda so that students, parents and society understand the role of the exam, the exam regulations, especially the use of high-tech devices to cheat in the exam. This is an extremely important task.
The Deputy Minister also noted that inspection, examination and supervision must be conducted regularly, continuously, strictly and according to procedures. Officials must clearly understand each task, each process and regulation in the Examination Regulations.
Tasks must be clearly assigned, with responsibilities assigned to each person in each process, avoiding overlap in order to resolve problems smoothly on the principles of seriousness, safety and compliance with regulations.
