In principle, the Minister is a member of the Government and the head of the Ministry, responsible to the Prime Minister, the Government, and the National Assembly for the assigned sectors and fields; performs tasks and powers according to the provisions of law; directly directs and manages major and important tasks and strategic issues in all areas of work within the functions, tasks, and powers of the Ministry.
The Deputy Minister assists the Minister in performing tasks assigned by the Minister; on behalf of the Minister, makes decisions and is responsible to the Minister and before the law for performing assigned tasks, ensuring progress and quality of work.
When the Minister is absent, the Permanent Deputy Minister shall, on behalf of the Minister, direct and handle the work of the Ministry according to regulations.

Comprehensively lead and manage all activities within the functions, tasks and powers of the Ministry and Minister as prescribed in the Law on Government Organization, the Government's Working Regulations and other relevant legal documents.
Directly direct the following areas: Strategy, planning, education and training development plans; personnel organization work; emulation and reward work; legal work; administrative reform tasks; inspection work; press, educational communication;
Directly in charge of unit: Department of Organization and Personnel.
In charge of general monitoring of centrally-run cities (Hanoi City; Ho Chi Minh City; Hai Phong City; Can Tho City; Da Nang City; Hue City).
In charge of directing activities related to Steering Committees, Committees, Councils, Associations, Unions, Funds as assigned by the Government, Prime Minister and competent authorities.
Is the number 1 account holder of the Ministry.
Perform the duties of a Government Member and other duties assigned by the Government and the Prime Minister.

Deputy Minister Pham Ngoc Thuong acts as Permanent Deputy Minister.
In charge of the following areas: General education; quality assessment of general education; student streaming and career guidance; development of teaching staff and educational managers; education of children with disabilities and children in difficult circumstances; physical education; digital transformation and application of information technology in assigned areas.
Assist the Minister in directing the work of preventing corruption, negativity, practicing thrift, fighting waste of the Ministry and regular work of the Ministry Inspectorate.

Deputy Minister Nguyen Van Phuc |
Deputy Minister Nguyen Van Phuc is in charge of the following areas: Science, technology and environment; application of information technology; international cooperation in education and training; digital transformation and application of information technology in assigned fields.
Assist the Minister in directing the administrative reform and digital transformation work of the Ministry; direct regular work of the Legal Department.
Deputy Minister Hoang Minh Son is in charge of the following areas: Higher education; vocational education; continuing education; quality assessment of higher education and vocational education; management of diplomas and certificates in the national education system, certificates issued by foreign countries within the Ministry's management; foreign language proficiency assessment tests according to the 6-level foreign language proficiency framework for Vietnam; Vietnamese language proficiency assessment tests for foreigners; joint organization of foreign language proficiency certificates in Vietnam; recognition of diplomas and certificates; implementation of public regulations for educational institutions within the Ministry's management; digital transformation and application of information technology in assigned fields.
