Although there are 5,036 community agricultural extension teams (CEDs) established nationwide, the number of CEDs operating effectively is still low. Partly due to a lack of understanding of how the teams operate and their roles, and limited capacity; partly due to a lack of specific mechanisms and policies for effective operation.
On the morning of December 17, in Ca Mau, the National Agricultural Extension Center coordinated with the Ca Mau Agricultural Extension Center to organize a seminar on " Replicating the community agricultural extension team model ", with the participation of leaders of the National Agricultural Extension Center; Ca Mau Agricultural Extension Center; Can Tho City Agricultural Service Center, Hau Giang and more than 100 delegates who are agricultural extension officers and cooperatives. and people.
Activities in some KNCĐ groups are still of a movement nature.
After 2 years of implementing the pilot project "Improving the effectiveness of agricultural extension activities on the basis of perfecting the model of community agricultural extension teams" in the period of 2022 - 2024 of the Ministry of Agriculture and Rural Development, up to now, Ca Mau province has established and put into operation 77 Digital Technology and Community Agricultural Extension Teams. with 1,084 members.
After being established, the groups have conducted training and capacity building for agricultural extension staff on Cooperatives and Cooperatives in 7 classes with 210 participants; transferring and consulting on technical advances in 236 classes with 8,550 participants.

From the achieved results, it is initially shown that the KNCĐ Teams have carried out well community development activities in the locality such as: Supporting digital transformation for the community; rabies vaccination, disinfecting barns when epidemics occur; promoting and mobilizing clearing, planting trees, cleaning school models, collecting pesticide shells and packaging, promoting new rural construction, exploiting aquatic products of the right size, not violating the territorial waters of other countries...
In addition, the Group also participates in supporting the preservation and development of traditional occupations and craft villages, participating in the development of rural tourism associated with ecological agriculture, and preserving rural cultural values.
The seminar listened to 04 reports from the National Agricultural Extension Center, Ca Mau Agricultural Extension Center, Can Tho City Agricultural Service Center, Hau Giang and many discussion opinions of delegates. Most of the delegates focused on discussing issues such as: Advantages and difficulties in the operation of the KNCĐ team, introducing results and experiences in building and organizing the operation of KNCĐ teams, chain linkage issues; organizing cooperatives in production linkage, building and promoting raw material areas associated with market requirements...
Delegates said that currently, the number of effective KNCĐ teams is not high, the activities are mainly movement-based, formal and there is no suitable development orientation in the coming time, leading to the activities still lacking depth; the attention of all levels and sectors, especially at the local level, is still not high... Many opinions from state management agencies, enterprises, and production households raised concerns about the role and responsibility of each subject in the KNCĐ team.

Mr. Mai Nam - Deputy Director of the Agricultural Service Center of Can Tho City said: The KNCĐ groups have integrated programs, projects, and replicated production models into the activities of the KNCĐ groups to promote the development of agricultural production. However, the number of KNCĐ groups operating effectively is still small, partly due to a lack of understanding of the operation methods and roles of the groups, limited capacity, and lack of specific mechanisms and policies to support effective operations.
On that basis, Mr. Mai Nam recommended that the Ministry of Agriculture and Rural Development soon deploy platforms and apply digital technology to enhance the role of the KNCĐ team; the National Agricultural Extension Center should increase support for training to improve operational capacity and there should be a mechanism to ensure legality to support the activities of the KNCĐ teams, and at the same time, in the stage of drafting the Decree replacing Decree 83/2018/ND-CP, it is necessary to integrate the role and position of the KNCĐ team.
Creating an "extended arm" for agricultural extension activities
Speaking at the seminar, Mr. Tiet Tien Dung - Director of Ca Mau Agricultural Extension Center emphasized, The seminar is extremely important in raising awareness, sharing information and experience on modern agricultural extension solutions, suitable for the reality of Ca Mau province in particular and neighboring provinces in general.
" This is not only an opportunity to review the results, difficulties and challenges in the communication work and activities of the Anti-Corruption Team, but also an opportunity for relevant parties to discuss and develop a strategy to develop communication work and improve the capacity of the Anti-Corruption Team to operate more effectively," said Mr. Dung.
According to Mr. Dung, in the coming time, the Ca Mau agricultural sector will strengthen business connections, training and propaganda activities, training and transferring science and technology to people through the KNCĐ groups in localities to help people develop production, change their mindset from developing agricultural production to agricultural economy, contributing to developing agricultural products of localities according to the value chain and increasingly higher value, especially the communication work to successfully implement the 1 million hectare rice project.

Mr. Hong emphasized that in order for the KNCĐ team to operate effectively, it is necessary to rely on public-private cooperation, the combination of the agricultural extension system from the province to the grassroots to create an "extended arm" to quickly transfer advanced science and technology into production, develop commodity production according to the value chain, contributing to increasing the value of agricultural production.
"Since its implementation, it has been shown that the KNCĐ groups have gradually changed their thinking and awareness in the agricultural extension system. In addition, it is necessary to consolidate the agricultural extension system on the principle of not changing the apparatus and staff of agricultural extension, reorganizing the grassroots agricultural extension force in association with local areas to effectively carry out agricultural extension work" - Mr. Hoang Van Hong emphasized.
At the same time, Mr. Hong said that he would acknowledge the results achieved in the construction and operation of the KNCĐ teams in the provinces of Ca Mau, Hau Giang and Can Tho City in the past time, and at the same time, absorb the opinions of the delegates to report to the leaders of the Ministry of Agriculture and Rural Development to have specific and appropriate policies and solutions in the coming time. He also requested the Department of Agriculture and Rural Development and the Agricultural Extension Center to continue to advise the leaders of the province and city on specific solutions suitable for each locality so that agricultural extension work can be increasingly effective.
