On the evening of July 23, a representative of the Traffic Police Department (Ministry of Public Security) said that in order to proactively ensure traffic order and safety for the National Funeral, the unit has developed a plan to remotely divert traffic, prevent and overcome traffic congestion in Hanoi and neighboring localities.

Accordingly, from 6:00 a.m. to 10:00 p.m. on July 25 and from 12:00 p.m. to 5:00 p.m. on July 26, all types of vehicles with a load capacity of 10 tons or more, passenger vehicles with 40 seats or more (except for vehicles serving the National Funeral, vehicles with security badges, vehicles of the task force, vehicles transporting passengers on fixed routes, environmental sanitation vehicles and vehicles handling incidents) are temporarily banned from circulating on routes leading to the center of Hanoi, specifically as follows:
Phap Van – Cau Gie Expressway (section from Liem Tuyen intersection – to Phap Van), National Highway 1A (section from National Highway 1A – direction from Yen Lenh bridge to National Highway 1A – Ngoc Hoi), National Highway 5 (section from National Highway 5 – National Highway 1A to Nguyen Van Linh – Nguyen Van Cu intersection), National Highway 1A (section from National Highway 5 – National Highway 1A to National Highway 1A – National Highway 18), National Highway 3 (section from National Highway 3 – Bac Phu intersection to National Highway 3 – Hanoi – Thai Nguyen Expressway), National Highway 2 (section from Vo Van Kiet – National Highway 2 to National Highway 2 – Hanoi – Lao Cai Expressway), National Highway 6 (section from National Highway 6 – Xuan Mai intersection to Quang Trung – National Highway 6), Vietnam Ethnic Culture Village Road (section from Cultural Village Road – Hanoi – Hoa Binh Expressway to Thang Long Avenue – National Highway 21A), National Highway 32 (section from National Highway 32 - Son Tay intersection to National Highway 32 - Ho Tung Mau).

According to the representative of the Traffic Police Department, the traffic flow for temporarily banned vehicles will be as follows:
Vehicles from Hai Phong, Hai Duong to Ha Nam, Ninh Binh, Nam Dinh provinces via National Highway 5 or Hanoi - Hai Phong Expressway to Phap Van - Cau Gie Expressway, via Thanh Tri Bridge to Phap Van Intersection to Phap Van - Cau Gie Expressway or to Hung Yen → Yen Lenh Bridge (or Hung Ha Bridge Road) to Phap Van - Cau Gie Expressway and vice versa.
Vehicles from Hai Phong, Hai Duong, Hung Yen to Thai Nguyen, Vinh Phuc, Bac Ninh and Bac Giang provinces via National Highway 5 or Hanoi - Hai Phong Expressway, take National Highway 1A, cross Phu Dong Bridge to Ninh Hiep intersection, take Hanoi - Thai Nguyen Expressway or National Highway 1A and vice versa.
If the vehicle goes from Bac Ninh, Lang Son, Bac Giang, Quang Ninh, Hai Duong to Thai Nguyen, Vinh Phuc provinces from National Highway 1A to National Highway 18 → Vo Nguyen Giap → Vo Van Kiet → National Highway 2 or from National Highway 1A to Ninh Hiep intersection to Hanoi - Thai Nguyen expressway to Thai Nguyen or turn to National Highway 2 to Vinh Phuc and vice versa.
Vehicles from Vinh Phuc, Phu Tho to Ha Nam, Nam Dinh, Ninh Binh and Hoa Binh via Dong Quang and Vinh Thinh bridges → National Highway 32 → National Highway 21 → Vietnam Ethnic Culture Village road → Hanoi - Hoa Binh expressway and National Highway 21A → Provincial Road 424 → National Highway 21B → National Highway 1A to Ha Nam, Ninh Binh, Nam Dinh provinces and vice versa.
