Administrative procedure revolution: Bringing practical benefits to people

In the context of globalization and digitalization, Vietnam is gradually applying information technology in state management and improving the quality of public services towards comprehensive digital transformation, bringing national population data into technology management.

One of the most important breakthroughs is the birth of VNeID - an electronic personal identification number application. VNeID not only brings benefits in integrating population data but also contributes to simplifying and enhancing the efficiency of administrative procedures, opening a new era in the relationship between people and the government.

Digitalization of administrative procedures

VNeID is an application on mobile devices developed by the National Population Data Center of the Ministry of Public Security based on the database platform on identification, population, and electronic authentication; aiming to replace traditional documents and provide many utilities for digital citizens, digital government, and digital society.

With a level 1 account, people can access basic features such as epidemic prevention (health declaration, vaccination information) and handle some online public services (residence notification, permanent and temporary residence registration, temporary absence declaration). Meanwhile, a level 2 account allows the use of all utilities of the VNeID application, including integrating documents such as citizen identification card (CCCD), driver's license, vehicle registration, health insurance (BHYT), as well as electronic bill payment and other types of insurance.

VNeID is the most innovative tool in improving administrative management in Vietnam. By 2023, this application has been applied to more than 50 million users (about 50% of the population); successfully integrated with more than 30 types of necessary public services (vehicle registration, passport renewal, and marriage registration, as well as health and insurance-related procedures); linked with more than 200 other online services, allowing people to access and complete administrative transactions from anywhere, anytime, via their mobile devices, minimizing direct visits to administrative agencies, thereby reducing pressure and waiting time.

Typically, Binh Dinh is one of the leading localities in the country in electronic identification. By the end of February 2024, Binh Dinh Provincial Police had collected and issued 1,069,458 electronic identification accounts (level 1: 110,634 accounts, level 2: 958,824 accounts); 892,606 accounts have been activated and used regularly in administrative transactions (level 1: 45,125 accounts, level 2: 847,481 accounts) contributing to the effective implementation of the tasks of Project 06, building a variety of utilities and ecosystems to serve agencies, businesses and people.

Up to now, Nghe An province has completed the connection between the national database, specialized database with the provincial administrative procedure settlement information system. As of May 1, 2024, the whole province has received 2,446,786 records; of which 1,936,637 records have been activated, reaching 113.35% of the target assigned by the Ministry of Public Security; level 2 is 1,611,245 cases, reaching 83.19%.

VNeID not only brings practical benefits to people, not only in changing the way traditional personal documents are used (instead of having to present ID card, birth certificate, residence, health insurance... people can use all information on the VNeID application) but also plays an important role in state management; helps reduce waste and errors when using traditional documents, saving costs and time for people and the government.

As the utilities in VNeID are increasingly completed and integrated, people will not need to travel much to complete administrative procedures, go through many verification steps or meet directly with civil servants, thereby avoiding misunderstandings and inconsistent requests.

State agencies are responsible for using citizen data in the system when handling tasks related to citizen information. Therefore, risks related to professional ethics and unnecessary troubles will be significantly reduced, gradually eliminating the "ask - give" mechanism to move to a service-oriented administration.

In addition, the VNeID application also helps to significantly reduce the workload for civil servants and public employees. This is the most obvious benefit in building a digital government, digital economy and digital society.

The benefits of VNeID are not limited to convenience; the application has also helped people save about 30% of costs and 60% of time compared to carrying out administrative procedures in the traditional way. The fact that each citizen is given a unique identification number helps improve data management and accuracy, reducing the risk of errors and duplicate information in databases.

In addition, VNeID plays an important role in the development of e-government, enhancing the interaction between government and citizens, providing authorities with the ability to effectively monitor and analyze data to make timely and accurate policy decisions.

VNeID also helps reduce the pressure on officials doing administrative work and receiving people. For example, when issuing Judicial Records using the traditional method in Hanoi, the authorities have to receive about 900 - 1,000 people per day, which creates great pressure on officials doing the issuing work.

To reduce this overload, Hanoi has begun piloting the issuance of Criminal Record Certificates through VNeID since April 22, 2024. With the support of this application, citizens can easily request a certificate anytime, anywhere via mobile devices or computers with Internet connection and make online payments without having to go to the competent authority. Or in the field of health, VNeID has helped more than 8 million people log in to the VssID application of Vietnam Social Security to exploit information, use health insurance cards, and perform online public services.

In addition to the obvious benefits in improving public administrative services, VNeID also plays an important role in providing effective social security payment solutions. Many localities across the country have begun to deploy the VNeID application to distribute social subsidies, an initiative of particular significance for vulnerable groups such as meritorious people, the elderly, etc., especially for those receiving social protection living in remote areas.

By the end of the first quarter of 2024, more than 2 million people have received social assistance through VneID with a total estimated amount of hundreds of billions of VND. This not only helps simplify the payment process but also ensures that money is transferred quickly and completely to each beneficiary.

Especially in mountainous, remote, and island areas, where access to traditional financial services is still limited, VNeID has become an indispensable tool, helping people significantly improve their quality of life by ensuring they can access financial resources easily and sustainably.

To date, VNeID has helped more than 8 million people log into the VssID application of Vietnam Social Security to access information, use health insurance cards, and perform online public services; and provide social assistance to more than 2 million people with an estimated total amount of hundreds of billions of VND.

Continue to improve software and coverage

The benefits of VneID are undeniable, but the implementation process of VNeID is facing many difficulties and problems, specifically:

The difference in technology infrastructure between urban and rural areas is one of the challenges in accessing e-administrative services for all citizens. The awareness and skills of using technology of citizens, especially the elderly and those with little exposure to technology, are limited, reducing the speed and effectiveness of VNeID application.

The software itself also has some limitations: the interface is not intuitive enough; the language and technical terminology are not user-friendly; the server still has problems; the system lags and freezes, especially during times of high traffic, affecting the ability to complete procedures in a timely manner; data synchronization errors can lead to errors in personal information or profile status, causing users to spend more time verifying or updating.

The issue of low technical compatibility means that VNeID may not work smoothly on different types of devices or on different versions of operating systems. The issue of personal information security and privacy is always a major concern, making many people not ready to switch to performing administrative procedures online. The lack of synchronization and integration of data between functional agencies makes it difficult to process and update information, slowing down the progress of comprehensive digital transformation.

These issues need to be addressed through specific measures and close coordination between the government, authorities and the people. For VNeID to be truly effective and to enter people's lives as a matter of course, it is necessary to apply long-term and comprehensive measures in the coming time, such as:

Improve infrastructure and technology. Invest in expanding and upgrading network and information technology infrastructure, especially in rural and remote areas, to ensure that everyone has convenient access to electronic services.

Enhanced security and data protection . Apply advanced security technologies and implement strong personal data protection measures to enhance user peace of mind when conducting online transactions.

Deploy extensive communication campaigns on the benefits and features of VNeID . Organize training sessions and workshops to improve people's technology skills, especially groups that are vulnerable to falling behind in technology.

Building a synchronous and interconnected information system between government agencies to optimize information sharing and processing, thereby increasing efficiency in providing public administrative services to people.

Develop a friendly, easy-to-use interface and provide full user instructions , helping people easily access and perform administrative procedures quickly and effectively.

Establish user feedback channels and provide timely support for arising issues, thereby improving service quality and enhancing user satisfaction.

Perform cross-platform testing to ensure the app works on all devices and operating systems . Apply development technologies such as React Native or Flutter to make VNeID widely compatible without the need for separate coding…

VNeID was officially put into operation on July 18, 2022. According to the Ministry of Public Security, to date, there have been more than 29,375,000 uses of electronic identification accounts on Public Service Portals; 2,096,499 logins on the Etax application of the General Department of Taxation; 10,403,048 logins on the VssID application of the Vietnam Social Security; an estimated savings of VND 469 billion for the State. The Ministry of Public Security has exceeded the target of deploying 12 utilities on VNeID, with more than 1.5 million daily visits and uses.
