On the afternoon of February 23, Deputy Prime Minister Bui Thanh Son chaired an online conference with localities on adjusting the National Power Development Plan for the 2021-2030 period, with a vision to 2050 (Power Plan VIII). At the Thanh Hoa bridge, Comrade Mai Xuan Liem, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, and representatives of relevant departments and branches attended the conference.

According to the Project to Adjust the Power Plan VIII presented by the Institute of Energy, the total power capacity serving domestic demand (excluding exports, cogeneration sources and risky thermal power) is 183,291 - 236,363 MW, an increase of about 27,747 - 80,819 MW compared to the approved Power Plan VIII.

Specifically, coal-fired thermal power 31,055 MW (accounting for 16.9 - 13.1%), unchanged compared to Power Plan VIII; domestic gas-fired thermal power 10,861 MW (accounting for 5.9 - 4.6%), unchanged compared to Power Plan VIII; LNG thermal power 8,824 MW (accounting for 4.8 - 3.7%), down compared to Power Plan VIII by 13,576 MW due to the assessment of slow progress of power sources; hydropower 33,294 - 34,667 MW (accounting for 18.2 - 14.7%), up compared to Power Plan VIII by 4,560 - 5,275 MW.

Notably, the total onshore wind power capacity is 27,791 - 28,058 MW (accounting for 13.2 - 14.4%), an increase compared to Power Plan VIII from 3,949 - 5,321 MW and solar power is 46,459 - 73,416 MW (accounting for 25.3 - 31.1%), an increase compared to Power Plan VIII from 25,867 - 52,825 MW; biomass power, electricity produced from waste and geothermal power are 2,979 - 4,881 MW (accounting for 1.6 - 2.1%), an increase compared to Power Plan VIII from 709 - 2,611 MW.

Electricity imports account for about 9,360 MW, an increase from 4,360 MW in Power Plan VIII.

In particular, the Project to adjust nuclear power sources will reach about 6,000 - 6,400 MW, operating in the 2030-2035 period.

Along with that, electricity export is expected to reach about 5,000 - 10,000 MW on the basis of high economic efficiency, ensuring domestic energy security and national defense - security.

According to the Institute of Energy, the project is built on the basis of the current status of national electricity, assessment of the implementation of the VIII electricity planning and the VIII electricity planning plan, lessons learned, electricity demand forecast, forecasting methods and scenarios; synthesis of electricity sources proposed by localities and the inter-regional transmission grid development program.

The Institute of Energy has proposed a number of solutions to the Government and the Ministry of Industry and Trade to implement the project. In particular, it is necessary to promptly develop a list of urgent projects for the 2026-2030 period and an urgent mechanism to accelerate the progress of projects according to Article 15 of the Electricity Law for submission to the Prime Minister for approval; issue a mechanism to encourage the development of solar power and wind power, especially in the North. Along with that, it is necessary to develop and perfect legal policies on electricity prices and have sanctions for projects that are behind schedule.

At the conference, ministries, branches and localities basically agreed and highly appreciated the quality of the adjusted Power Plan VIII.

Localities have also proposed specific projects based on comparative advantages, including many renewable energy projects for the Ministry of Industry and Trade and the Government to review and update in the implementation plan. At the same time, they committed to closely coordinate with ministries and branches to improve the quality of project approvals, ensuring feasibility in implementation.

Implementing the direction of the Government and the Prime Minister, Thanh Hoa province has always proactively and promptly coordinated with the Ministry of Industry and Trade in the process of developing the Project to adjust the 8th Power Plan, ensuring quality and progress as required.

The province requests the Ministry of Industry and Trade to review and study the information and proposals and recommendations of the Provincial People's Committee to develop a table of total capacity allocation and expected projects in the province into the Project to Adjust the Power Plan VIII.

Accordingly, based on potential and advantages, Thanh Hoa province proposed the Ministry of Industry and Trade to add potential power source projects to the Power Planning VIII project, including 7 onshore wind power projects with a total capacity of 949 MW; 16 hydropower projects with a total capacity of 338,786 MW; 4 biomass power projects with a total capacity of 136 MW and increase the capacity of 1 Tho Xuan waste-to-energy project from 12 MW to 18 MW.

Along with that, 18 solar power projects with a total capacity of 1,388 MW and rooftop solar power development capacity in Thanh Hoa province with a total capacity of 300 MW were added.

In particular, for LNG power projects, Thanh Hoa province has just included the Nghi Son LNG project in the Power Plan VIII with a capacity of 1,500 MW. The 1,500 MW Cong Thanh LNG project has been approved by Deputy Prime Minister Tran Hong Ha to convert fuel from coal to LNG in Official Dispatch No. 5473/VPCP-CN dated July 31, 2024. Therefore, the province requests the Ministry of Industry and Trade to update and add this project to the list of LNG projects in Thanh Hoa province.

The province also proposed to plan an additional LNG plant with a capacity of 9,600 MW at Industrial Park No. 6A in Nghi Son Economic Zone to promote the local comparative advantages, contributing to the early realization of Resolution No. 58-NQ/TW dated August 5, 2020 of the Politburo on building and developing Thanh Hoa province to 2030, with a vision to 2045, with the orientation of "making Thanh Hoa province one of the major centers of the North Central region and the whole country in heavy industry, focusing on developing energy and processing and manufacturing industries".

Concluding the conference, Deputy Prime Minister Bui Thanh Son highly appreciated the quality of the project prepared by the Ministry of Industry and Trade and the consulting unit.

According to the Deputy Prime Minister, many new domestic and international factors have recently emerged affecting the demand for electricity consumption and the direction of power source development as stated in the Power Plan VIII. Therefore, the adjustment of the Power Plan VIII has been identified by the Government and the Ministry of Industry and Trade as a particularly urgent task to quickly find solutions to provide sufficient electricity in the upcoming accelerated development period.

The Deputy Prime Minister acknowledged the opinions and proposals of localities regarding the need to implement the projects. He requested the drafting committee to accept and complete the planning adjustment dossier based on the opinions and in accordance with the provisions of the Electricity Law to soon submit to the Prime Minister for approval.

Accordingly, the drafting unit needs to complete the planning in the right direction and long-term vision, ensuring sustainable efficiency, putting national and ethnic interests first; at the same time, maximizing local advantages, ensuring optimization of other factors and connecting electricity with neighboring countries, meeting the goal of moving towards Net Zero, reducing carbon emissions.

The Ministry of Industry and Trade and the Institute of Energy analyze and clarify the basis for calculating solutions to ensure feasibility, in which priority is given to power sources with quick implementation time; attention is paid to floating solar power projects, biomass power, waste-to-energy projects according to standards; at the same time, calculate the development of other flexible power sources related to storage batteries and electricity imports.

The Deputy Prime Minister said that after issuing the adjustment to the 8th Power Plan, the Government will direct ministries and branches to soon issue guiding circulars; at the same time, direct the development of a list of emergency energy projects on the basis of meeting energy security needs in the 2025-2030 period, ensuring system safety and average electricity price structure.

In the process of adjusting the Power Plan VIII, the Industry and Trade sector needs to proactively review and promptly urge the implementation progress; advise competent authorities on appropriate mechanisms and policies.

The Deputy Prime Minister directed the Ministry of Industry and Trade to immediately establish a working group to implement the adjusted Power Plan VIII, focusing on supporting localities and corporations to effectively implement the plan after its promulgation.

The VIII Power Plan was approved by the Prime Minister in Decision No. 500/QD-TTg dated May 15, 2023. To ensure electricity supply in the coming years with the target of double-digit economic growth, it is necessary to review and evaluate the development potential of power sources and adjust the power source structure, especially in the period up to 2030, in which priority is given to developing power sources with a quick implementation time to promptly meet the load demand, especially in the Northern region as reported by the Ministry of Industry and Trade. On that basis, the Prime Minister assigned the Ministry of Industry and Trade to organize the preparation of the Adjustment of the VIII Power Plan in Decision No. 1710/QD-TTg dated December 31, 2024.

Implementing the tasks assigned by the Prime Minister, the Ministry of Industry and Trade has coordinated with relevant ministries, branches, agencies and consulting units (Institute of Energy) to develop the Project to Adjust the Power Plan VIII, consulted with ministries, branches, localities and held a consultation meeting with the Appraisal Council to get the first opinion on February 12, 2025.

The adjusted Power Plan VIII has been built on the basis of inheriting the Power Plan VIII; at the same time, approaching new issues, such as: Developing external power sources to meet domestic demand, while considering the demand for electricity export and new energy production; developing thermal power sources reasonably, making nuclear power with advanced technology, ensuring high safety become an important base power source, contributing to achieving the Net Zero target by 2050; maximizing renewable energy sources according to the potential strengths of each region, ensuring economic and technical factors in each planning stage, in line with the development of science and technology; combining with investment in smart grids to ensure reliability and quality of power supply services; developing inter-regional and inter-regional power transmission lines reasonably, contributing to minimizing the cost of electricity production for the entire system...
