Assessment of the implementation of national target programs for the period 2021-2025

This afternoon, March 31, in Hanoi, the Central Steering Committee for National Target Programs (SC) held an online conference with localities to assess the implementation situation and prepare for the summary of national target programs (NTPs) for the period 2021-2025. Deputy Prime Minister, Head of the Central Steering Committee Tran Hong Ha chaired the conference. Vice Chairman of the Provincial People's Committee Hoang Nam attended at the Quang Tri bridge.

At the conference, the Ministry of Finance reported on the implementation of the national target programs and some key tasks and solutions in the coming time. Accordingly, by the end of March 2025, the National Assembly, the Government, the Prime Minister and ministries, departments and branches had issued 43 legal documents and more than 100 regular documents to regulate and guide the implementation of the national target programs.

Localities have proactively implemented specific mechanisms and policies as prescribed in Resolution No. 111/2024 of the National Assembly to remove difficulties and obstacles, speed up the implementation of national target programs as well as complete the issuance of management and operation documents under their authority.

Regarding the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas, out of the 9 target groups assigned by the National Assembly, 6 groups have been completed, while 3 groups have not been achieved, including: improving technical infrastructure and social infrastructure in extremely disadvantaged communes and villages in ethnic minority and mountainous areas; the number of communes and villages leaving extremely disadvantaged areas; and the work of settling down, resolving the shortage of residential land and production land for ethnic minorities.

For the National Target Program on Sustainable Poverty Reduction, by the end of 2024, the poverty rate according to multidimensional poverty standards will be 1.93%, the poverty rate in poor districts will be 24.86%, the poverty rate of ethnic minority households will be 12.55%, achieving the targets assigned by the National Assembly and the Government.

Regarding the National Target Program on New Rural Construction, by March 2025, 78% of communes will meet new rural standards; 6/15 districts will be removed from the list of districts with "no new rural communes"; 47.6% of district-level units will meet new rural standards; 6 provinces will complete the task of building new rural areas, achieving 40% of the target for the 2021-2025 period.

Regarding the balance and allocation of central budget capital for the period 2021-2025, the medium-term public investment plan from the central budget for the 3 programs is 102,050 billion VND, 100% of which has been allocated in the annual plan. By the end of March 2025, the capital allocated to central and local agencies reached 97%.

The total central budget capital for the 3 programs in the 2021-2025 period is VND 91,956,848 billion, of which VND 97,889,823 billion has been balanced in the annual estimate, exceeding the expected 6%.

Regarding the balance, allocation, and assignment of the 2025 budget and plan, the total central budget capital estimate and plan of the 3 programs approved by the National Assembly is VND 53,528,871 billion.

Concluding the conference, Deputy Prime Minister Tran Hong Ha emphasized that 2025 is the final year of the 5-year plan 2021-2025, so ministries, branches and localities focus on reviewing the targets and tasks of the whole year 5 to do better with the achieved and exceeded goals and targets, and at the same time focus on directing and synchronously implementing solutions to complete the 3 national target programs.

During the implementation of the revolution to rearrange and streamline the apparatus, especially merging the commune level and abolishing the district level, localities must not allow interruptions to affect the organization and implementation of these three national target programs.

Deputy Prime Minister Tran Hong Ha assigned the Ministry of Agriculture and Environment to promptly propose solutions for the Government to direct the acceleration of the implementation of the National Target Program on New Rural Development that localities are having difficulty with to ensure compliance with the set plan.

Assign the ministries in charge of these 3 national target programs to promptly evaluate the implementation process, results achieved, shortcomings, and limitations to conduct a summary of these 3 programs before June 30, 2025.
