Ca Mau tightens management of "three no's" fishing boats

On September 27, according to information from the Office of the People's Committee of Ca Mau province, the Chairman of the People's Committee of this province has just issued an urgent document requesting to focus on managing fishing vessels in the province.

Accordingly, the Chairman of the People's Committee of Ca Mau province directed the Department of Agriculture and Rural Development to mobilize forces and focus on supporting people to register, inspect, and grant fishing licenses for the group of three-no fishing vessels (no registration, no inspection, no license) and meet the conditions.

The Chairman of the People's Committee of Ca Mau province requested to control and strictly handle fishing boats with three no's (no registration, no inspection, no license).

This group of three-no fishing vessels is on the list of 528 fishing vessels, announced by the Provincial People's Committee and fishing vessels with expired fishing licenses and technical safety certificates according to regulations; registration, inspection, and issuance of fishing licenses for fishing vessels announced but with prohibited fishing gear (such as: trawls, nets, traps, bottom traps, etc.)

Along with that, there are three-zero fishing vessels arising outside the published list of 528 fishing vessels (only register, inspect, and grant fishing licenses to vessels on the above list of 528 vessels in cases where the ship owners switch to suitable occupations, ensuring that there is still time according to regulations).

The Provincial Border Guard Command strictly controls fishing vessels entering and leaving seaports (including seaports without Border Control Stations or Posts), and absolutely does not allow fishing vessels that do not meet the prescribed conditions to operate at sea, especially the group of three-no fishing vessels.

The Chairman of the People's Committee of Ca Mau province assigned the People's Committees of districts and cities of Ca Mau to guide grassroots organizations to grasp the regulations on fishing vessel management, including the management of three-zero fishing vessels, to propagate and mobilize fishing vessel owners to actively carry out registration and inspection; cases that do not meet the conditions for registration and inspection must stop operating according to regulations.

"The Chairman of the People's Committee at lower levels is responsible to the Chairman of the People's Committee at higher levels for incomplete statistics and the occurrence of three-zero fishing vessels in the management area; Heads of provincial departments, branches and units are responsible to the Chairman of the Provincial People's Committee for performing assigned tasks," emphasized the Chairman of the People's Committee of Ca Mau province.

According to the People's Committee of Ca Mau province, by June 2024, based on the results of reports from localities, the Department of Agriculture and Rural Development will synthesize and submit to the Provincial People's Committee a list of 528 fishing vessels that have been newly built, converted, purchased, sold, or donated and are operating without sufficient documents to be registered according to regulations (in Decision No. 1247/QD-UBND dated June 24, 2024).

However, on September 23, 2024, 32 households in Kinh Hon Hamlet, Khanh Binh Tay Commune, Tran Van Thoi District came to the Citizen Reception Committee of Ca Mau Province to propose that functional agencies allow fishing vessels that do not meet the prescribed conditions to go to sea to exploit aquatic products.

In which, there are cases where the vessel has completed procedures and is waiting for a certificate; the vessel has not completed procedures; the vessel is not on the list of fishing vessels announced in the above Decision.

From the beginning of the year to July 2024, in Ca Mau province, there were 4,083 registered vehicles, with a total capacity of 628,179 KW; 1,529/1,530 fishing boats had installed voyage monitoring equipment, reaching 99.9% (excluding inactive boats).
