The Ministry of Construction requested relevant units to speed up the completion of the intelligent transportation system (ITS) simultaneously with the expressway when it is put into operation in 2025.
The Ministry of Construction has just issued a document requesting its affiliated Project Management Boards to speed up the implementation of the traffic monitoring and control system of component projects of the Eastern North-South Expressway Projects in the 2017-2020 and 2021-2025 phases.

According to the Ministry of Construction, although from the end of December 2024 to February 2025, the Ministry of Transport (now the Ministry of Construction) has issued many instructions, up to now, the progress of implementing the ITS system, toll stations and vehicle load control works (traffic monitoring and control system) of the component projects of the North-South Expressway Projects in the East phase 2017 - 2020 and phase 2021 - 2025 is still slow compared to the direction of the Ministry's leaders.
To speed up the implementation progress, ensure completion and synchronous operation in 2025, the Ministry of Construction requires the directors of the Project Management Boards: 2, 6, 7, 85, Thang Long, My Thuan, Ho Chi Minh Road to seriously review and handle the responsibilities of related organizations and individuals according to regulations due to slow implementation according to the direction of the Minister.
For the 5 public investment component projects in the 2017-2020 period, the Ministry of Construction requires the Project Management Boards to urgently complete the selection of contractors and start construction packages before March 15, 2025; complete the selection of contractors and start construction packages for equipment supply and shared software supply packages before April 10, 2025; complete the traffic monitoring and control system according to the contract schedule to put into use in 2025.
For component projects in the 2021 - 2025 period, the Project Management Boards must urgently complete the selection of design consultants and appraisal consultants before March 15, 2025; complete the design documents and cost estimates for the post-basic design step in April 2025; complete the selection of contractors before May 15, 2025; complete the traffic monitoring and control system to put into operation in 2025.
Investors update and adjust the overall and detailed progress of completing work items under the ITS system of public investment component projects in the period of 2017 - 2020 and projects in the period of 2021 - 2025 to the Ministry of Construction before March 18, 2025 for monitoring, inspection, urging and direction.
The Ministry of Construction assigns the Department of Economics - Construction Investment Management to be responsible for urging, inspecting, and resolving work contents under its authority to ensure meeting required progress.
According to Associate Professor Dr. Vu Anh Tuan, Director of the Center for Transport Research at Vietnam-Germany University, in the context of increasing highway length, synchronous investment in ITS systems with highways is very necessary.
"The application of technology and artificial intelligence in monitoring, managing, and regulating traffic flows is extremely necessary. The ITS system also helps monitor, detect, and promptly punish violations on highways. This is of great significance to ensuring traffic safety and reducing accidents. Vietnam needs to invest more heavily in the ITS system to ensure efficiency and improve safety on highways," said Associate Professor, Dr. Vu Anh Tuan.
The Prime Minister also approved the Project on applying information technology in traffic management and operation, focusing on the road sector. The project sets a target that by 2025, 100% of expressways will be managed and operated by ITS.
