New step from Ha Tinh's efforts and determination

In the first half of the 2020-2025 term, the Party Committee and People of Ha Tinh have affirmed a new, substantive and effective shift in many areas. Ha Tinh is making steady progress in implementing the Resolution of the 19th Provincial Party Congress.

Building a sustainable foundation

Speaking at the conference to announce the Provincial Planning for the 2021-2030 period, with a vision to 2050, and promote investment in Ha Tinh with the theme "Ha Tinh - Realizing potential and aspirations" (taking place on May 28, 2023), National Assembly Chairman Vuong Dinh Hue assessed: "Ha Tinh is one of the localities with many practical solutions and methods, effectively implementing resolutions of the Party and the National Assembly, especially Resolution No. 43/2022/QH15 on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program".

With a spirit of solidarity, high determination, focusing on innovation in leadership and direction in a practical direction, bringing legitimate benefits to the people, Ha Tinh has well implemented the "dual goal", safely and flexibly adapting to the COVID-19 pandemic. Since the beginning of the term, the Provincial Party Committee and the Provincial Party Committee have completed 57/58 contents in the key program of the entire term.

In the context of many difficulties, including objective force majeure, Ha Tinh still strongly recovered the economy, maintaining an average GRDP growth of about 5.65% in the 2021-2023 period; approving the investment policy of 82 domestic projects with a total registered capital of nearly 17 trillion VND, 4 foreign investment projects with a total registered capital of nearly 2.5 billion USD. Compared to the same period in the previous period, this figure shows a significant increase in registered capital.

Adding to the positive signals of the economy, from 2021-2023, nearly 3,600 new enterprises were established in the area, an average of more than 1,200 enterprises per year, exceeding the target set by the congress resolution (over 1,000 new enterprises established each year). New factors have emerged in the growth momentum of the economy. The average budget revenue growth rate reached 7.2%.

It can be seen that the results achieved are worthy of the high determination of the entire political system, all levels and sectors, especially the efforts in connecting and attracting large investors to the area to create development momentum such as: Vingroup, Sungroup, VSIP, Silk Path, Hoang Thinh Dat, Que Lam, Ecopark, FPT...

In that panorama, trade, services, and tourism added important achievements, bringing about a growth rate of nearly 6%. Agriculture had many breakthroughs, with the highlight being the land accumulation models being replicated in localities, increasing the value per unit area. The cultural and social fields were focused on and achieved many successes. Many cultural and sports events created positive impressions; the quality of mass education changed significantly; key education achieved high results; social security had many creative and effective ways of doing things.

Under the direction of Resolution 06, Vuong Loc commune (Can Loc) has implemented field renovation associated with reissuing land use right certificates for nearly 100 hectares of rice production land in Dong My and Ha Vang villages.

Inheriting the spirit of synchronous and drastic participation of the province, localities have made great efforts to implement the Resolution of the 19th Provincial Party Congress and the resolutions of Party congresses at all levels for the 2020-2025 term. Many districts, cities and towns achieved and exceeded many targets set by the congress resolutions such as: Can Loc 24/29; Cam Xuyen 24/28; Loc Ha 21/27; Hong Linh Town 25/30; Ky Anh Town 18/20...

Consistent viewpoint, clear strategy

Entering the 2020-2025 term, Ha Tinh faced unprecedented difficulties such as the prolonged COVID-19 pandemic and the historic flood in October 2020, which directly affected the results of leadership and direction in implementing targets.

The community cultural house became a "lifesaver" for the people of Tien Phong village, Quang Vinh commune (Duc Tho, Ha Tinh) when the flood came.

Faced with the issues raised, the head of the Provincial Party Committee clearly affirmed his viewpoint right at the beginning of the new term: to frankly acknowledge the shortcomings, limitations, difficulties, and challenges in order to propose synchronous and fundamental solutions; absolutely not to do things perfunctorily, formally, or to embellish achievements. In building directions, goals, tasks, and action programs, we must demonstrate high determination but must be close to reality. In leadership, direction, and administration, we must always innovate in a practical direction, bringing legitimate benefits to the people; spend maximum time mobilizing resources, calling for investment, and resolving backlogs at the grassroots level.

From this perspective, Ha Tinh has focused on issuing resolutions, mechanisms and policies towards the goal of socio-economic development and for the people's lives. 15 resolutions of the Provincial Party Committee and the Provincial Party Committee have been issued, along with the birth of 23 mechanism and policy projects in socio-economic fields with a budget of nearly 5,400 billion VND. 3 strategic breakthroughs have been clearly identified. 5 key programs have been calculated fundamentally and have a clear roadmap.

Along with the strategic orientation, the province has also identified the important goal of the term as to arouse the cultural strength and people of Ha Tinh. The logic of this thinking is the viewpoint of valuing human potential, people are the core of development.

Provincial Party Secretary Hoang Trung Dung and Provincial People's Committee Chairman Vo Trong Hai presented flowers to express gratitude to businesses, organizations, individuals, and outstanding benefactors who have contributed to the Fund "Supporting students with high scores and facing especially difficult circumstances to attend university" (evening of October 18, 2021).

For a province with many difficult natural conditions like Ha Tinh, to steadily develop in the current context, it is clear that relying only on socio-economic potential is not enough. The strength and creativity of people in a land rich in cultural traditions is the potential that can create a breakthrough for the "acceleration" period as well as the "long road".

Thanks to this strength, in recent times, Ha Tinh has achieved many general achievements, including implementing many practical social security programs, spreading the spirit of humanity and justice, receiving much support from the community such as: supporting housing for the poor; building community cultural houses combined with storm and flood shelters; the program "Waves and computers for children"; establishing the Fund "Supporting students with high scores, facing especially difficult circumstances to go to university"...

Great ambition, great responsibility

The tasks set for the province in the second half of the term are enormous, and even more difficult when the domestic and international context continues to have fluctuations. At the meeting with the Provincial Party Committee in early August 2023 on the work of Party building and organization since the beginning of the term and the tasks and solutions in the coming time, Comrade Truong Thi Mai - Standing member of the Secretariat, Head of the Central Organization Committee emphasized: "The Standing Committee and the Provincial Party Committee of Ha Tinh must continue to strive and make every effort to best fulfill the goals and tasks set out in the Resolution of the 19th Provincial Party Congress, worthy of being the revolutionary homeland, the homeland of two late General Secretaries and heroic heroes".

Comrade Truong Thi Mai - Standing member of the Secretariat, Head of the Central Organization Committee and provincial leaders presented gifts to 24 households in Tien Phong fishing village.

Along with the specific plans, the provincial leaders also pointed out: To complete the goals and targets of the Resolution of the 19th Provincial Party Congress, the entire political system, each citizen and the business community must make greater efforts. In particular, it is necessary to continue to innovate the Party's leadership and governance methods; promote decentralization, delegation of power, associated with raising the responsibility of organizations and individuals, especially leaders; create clear changes in Party building and organization work.

Continue to synchronously organize the implementation of groups of tasks and solutions set out in the Resolution of the 19th Congress and Action Program No. 01-CTr/TU dated December 8, 2020 of the Provincial Party Committee. Focus on implementing the Provincial Planning for the period 2021-2030, with a vision to 2050, focusing on "4 key sectors, 3 urban centers, 3 economic corridors, 1 growth engine center"; effectively implement the socio-economic recovery and development program; create breakthroughs in attracting investment, economic growth, budget collection, job creation, improving the material and spiritual life of the people, and taking good care of social security.

In the process of realizing the aspiration of building Ha Tinh into one of the developed provinces of the North Central and Central coastal regions, all levels always focus on ensuring the principle of "Party leadership, State management, People's mastery", upholding the spirit of "unanimity from top to bottom", "consistent throughout", creating high consensus in society.

Faced with the obvious consequences, officials and people of Ha Tinh are eager to stop the mining project near Thach Khe.

On the journey that still has many difficulties, Ha Tinh is in dire need of support from the Central Government through policies and strategies such as: supporting and introducing large enterprises and corporations to invest in the area in areas where Ha Tinh has advantages (steel industry, post-steel manufacturing, logistics, seaports, sea tourism, etc.); supporting the pilot program to build a new rural province. In particular, it is necessary to make a decisive decision to stop the Thach Khe iron ore mining project, creating an important basis for Ha Tinh to supplement its development strategy in line with its inherent potential and advantages, creating a solid foundation for socio-economic development.
