Ministry of Information and Communications proposes to maintain the Public Telecommunication Service Fund

Receiving the opinions of the delegates, Minister of Information and Communications Nguyen Manh Hung said that every country must set the goal of universalizing telecommunications, universalizing the internet, and covering remote areas... In Vietnam, the Public Telecommunications Service Fund is basically assigned to network operators to implement, universalizing 2G, then 3G, 4G and 5G, contributing to Vietnam having wide coverage, people having universal services and having phones among the top in the world.

Admitting that the fund's operation has had some shortcomings such as slow disbursement and fund surplus, Minister Hung said that instead of stopping the fund as many deputies have mentioned, it is necessary to adjust the provisions in the draft law so that the fund can operate more effectively. Mr. Hung also suggested that the National Assembly consider continuing to maintain this fund. The Ministry of Information and Communications will report to the Government to ask the National Assembly to change the fund's name to the Universal Service Fund and change some mechanisms to overcome the shortcomings.

Regarding OTT telecommunications services, according to Minister Hung, the viewpoint is that "management must be less, must be softer than traditional telecommunications services". Accordingly, the ministry will report to the Government for research and acceptance in the direction of minimal management but strict punishment. Management is basically based on what the service provider already has to avoid additional compliance costs. Service providers must be transparent with customers about prices, contract terms, service quality if any; at the same time, keep customer information confidential...
