Minister Dao Hong Lan responds to proposal to reduce voluntary health insurance contribution rate

Minister of Health Dao Hong Lan has responded to the petition of voters of Hung Yen province sent before the 8th session of the 15th National Assembly on health insurance.

Regulations on health insurance premiums

Voters in Hung Yen province proposed to consider and adjust the voluntary health insurance contribution rate to suit people's income.

Responding to this content, Minister of Health Dao Hong Lan said that based on legal regulations, the National Assembly and the Government have stipulated that the health insurance contribution rate is 4.5% of salary or pension, disability allowance, and unemployment allowance.

Or the basic salary is based on the socio-economic development conditions of the country and the contribution capacity of the State, enterprises, workers and people.

To encourage and support people to participate in health insurance, according to Minister Lan, the Law on Health Insurance, Decree 146/2018, Decree 75/2023 stipulate the levels of contribution and support for health insurance contribution for the poor, near-poor, ethnic minorities, people living in areas with particularly difficult economic conditions, agricultural, forestry, fishery and salt-making households with average living standards.

The documents have stipulated the health insurance contribution rates for groups participating in family health insurance as follows:

The first person pays 4.5% of the basic salary, the second, third, and fourth people pay 70%, 60%, and 50% of the first person's contribution, respectively. From the fifth person onwards, the contribution is 40% of the first person's contribution.

In addition, the minister said that Decree 75/2023 stipulates that based on the local budget capacity and other legal funding sources, the People's Committee of the province or city shall submit to the People's Council of the province or city to decide on the level of health insurance contribution support for subjects higher than the minimum support level and the level of health insurance contribution support for subjects not entitled to the support level according to current regulations.

With a relatively full range of health insurance benefits, the current health insurance premium in our country is considered relatively low compared to countries with similar socio-economic development conditions.

"The Ministry of Health hopes that voters understand and support the health insurance policy of the Party and State, and actively participate in health insurance to ensure financial security in case of illness or disease," Minister Lan said.

Proposal to increase on-duty allowance for medical staff

Voters in Ha Nam province reflect that the current on-duty allowance regime for medical staff is being implemented according to Decision 73/2011 of the Prime Minister.

After many adjustments to increase the basic salary, this on-duty allowance has not been increased. It is recommended to consider increasing the on-duty allowance for medical staff.

Responding to this content, Minister of Health Dao Hong Lan said that the Ministry of Justice has currently assessed and the Ministry of Health is urgently receiving assessment opinions to complete the draft document of the decision to amend and supplement Decision 73/2011 of the Prime Minister.

This Decision stipulates a number of special allowance regimes for civil servants, public employees, and workers in public health facilities and anti-epidemic allowance regimes.

At the same time, we are organizing to collect opinions from affected subjects to submit to the Prime Minister for consideration and promulgation according to regulations.
