1,405 redundant cadres and civil servants at commune level
On the afternoon of August 21, answering questions within the framework of the 36th session of the National Assembly Standing Committee, Minister of Home Affairs Pham Thi Thanh Tra acknowledged that the issue of arranging redundant cadres and civil servants in localities in the period of 2019-2021 has been resolved quite fundamentally. To date, the number of redundant cadres and civil servants at the district level is 58 people (accounting for 8.22%) and at the commune level is 1,405 people (accounting for 14.49%). According to the assigned plan, it must be resolved by 2025.

To continue to address and prepare for the 2023-2030 period, Minister of Home Affairs Pham Thi Thanh Tra said that the Government has issued many important Decrees to address this issue, in the spirit of Resolution 35, such as Decree No. 29 on staff streamlining policy.
The Minister of Home Affairs hopes that in the coming time, localities will continue to pay attention, focus, and be responsible to completely resolve the outstanding issues of arranging redundant cadres and civil servants on the basis of existing policies, striving to end this by the end of 2025...
Only 40.39% of redundant administrative headquarters have been processed.
According to Minister of Home Affairs Pham Thi Thanh Tra, determining land and property prices is the biggest problem affecting the arrangement of headquarters and public assets after the arrangement of administrative units.
Regarding the question of delegate Trieu Quang Huy (National Assembly Delegation of Lang Son province) on the handling of redundant administrative headquarters after the administrative unit arrangement in the period of 2019-2021, the Minister of Home Affairs said that there were 864 redundant real estate headquarters after the arrangement, and so far only 349 headquarters (40.39% rate) have been resolved. The biggest problem is that the work of determining land and asset prices still has many difficulties, especially the valuation method and hiring a valuation enterprise.
To solve this problem, the Government has issued a Decree guiding the implementation of the 2024 Land Law and related decrees, thereby fundamentally removing obstacles for localities to arrange surplus assets; in addition, efforts from localities are also needed.
Difficult to complete administrative unit merger before October 2024
Regarding the issue of urban planning and urban classification after the administrative unit arrangement in the 2019-2021 period, questioned by delegate Ho Thi Kim Ngan (National Assembly Delegation of Bac Kan province), Minister of Home Affairs Pham Thi Thanh Tra said that so far, only 5/6 district-level urban administrative units formed after the arrangement have been approved for adjustment of the general urban planning; 43/152 commune-level urban administrative units and 58/104 town administrative units have not had their planning approved. The main reason is that the arrangement of administrative units took place before the planning adjustment was implemented.
In this regard, the Minister of Home Affairs requested that localities make more efforts and closely coordinate with central ministries and branches to complete this task. The Ministry of Home Affairs is also actively supporting localities in this process.
Responding to the question of delegate Hoang Quoc Khanh (National Assembly Delegation of Lai Chau province) on the implementation of the merger of district and commune-level administrative units in the 2023-2025 period, Minister of Home Affairs Pham Thi Thanh Tra assessed that the current progress is still very slow. The Ministry of Home Affairs has received 43 dossiers from 54 provinces and cities subject to administrative unit arrangement; completed the appraisal of 32 dossiers; submitted 3 dossiers to the National Assembly Standing Committee, and reported 3 dossiers to the Government.
There are 10 localities that have not yet submitted their documents to the Ministry of Home Affairs for appraisal. With this progress, it is difficult to complete before October 2024. "The responsibility for the delay lies primarily with the Ministry of Home Affairs and the localities," the Minister of Home Affairs acknowledged.
