Minister of Industry and Trade proposes Hanoi to soon hand over land to the Power System Control Center

(PLVN) - At the first meeting of the Government Steering Committee on science, technology, innovation, digital transformation and Project 06, held on March 18, Minister of Industry and Trade Nguyen Hong Dien proposed that Hanoi City soon hand over land to the National Power System Control Center to build a new control center to meet the rapid growth of electricity demand in the coming period.

Minister of Industry and Trade Nguyen Hong Dien said that in recent times, the Ministry of Industry and Trade has actively coordinated with ministries, branches and localities to deploy and adjust many contents related to electricity development, in order to be consistent with the double-digit growth scenario for the 2026-2030 period. The total capacity of current power sources is estimated at about 236,000 MW. Of which, coal-fired power accounts for about 14% of the total capacity; gas-fired power accounts for 15%; hydropower reaches about 34,000 MW, accounting for 15%; renewable energy reaches a total of 122,400 MW, accounting for about 51.15%.

Compared to the original Power Plan VIII, the revised Power Plan VIII has a significantly increased proportion of renewable energy sources, which shows that the power development program is built in line with the world's development trend. The revised Power Plan VIII has overcome the imbalance in connectivity between regions, optimized transmission lines for power sources, met domestic electricity demand and is ready for electricity export.

Exploiting and developing energy sources to the maximum, including renewable energy, will contribute significantly to the socio-economic development of the whole country and create a solid foundation for developing data centers, including industry data, regional data and efficient centralized data.

However, Minister Nguyen Hong Dien noted that the current progress of project implementation in localities is still very slow compared to requirements. This could lead to power shortages in the final years of the next term if progress is not accelerated.

Therefore, the Ministry of Industry and Trade has proposed a number of solutions, including the need for provinces and cities to urgently support investors and create favorable conditions for power projects to be implemented as planned. The Ministry of Industry and Trade also requested Vietnam Electricity (EVN) to speed up the completion of transmission projects, especially inter-regional transmission systems, and coordinate with investors to promptly complete negotiations on power purchase and sale.

In particular, the Minister also requested Hanoi city to soon hand over land to the National Power System Control Center to build a new control center to meet the country's rapid growth in electricity demand in the coming period.

From August 2024, the National Power System Dispatch Center (A0) officially separated from Vietnam Electricity Group (EVN) to establish the National Power System and Electricity Market Operation Company Limited (NSMO), under the State Capital Management Committee.

NSMO is a state-owned enterprise with 100% charter capital owned by the State, separated from EVN and transferred to the State Capital Management Committee within a maximum of 7 working days from August 1. After that, the right to represent State capital ownership at NSMO will be transferred to the Ministry of Industry and Trade for management.

According to the Government's decision, NSMO has a charter capital of VND776 billion. The assets, rights and obligations that EVN is assigning to A0 for management will be transferred in full to NSMO, with the value determined according to EVN's financial statements at the time of separation. EVN will reduce its capital and assets corresponding to the value transferred to NSMO.

Regarding loans, EVN is currently responsible for repaying two loans of nearly 3 million USD under the Loan Agreement for the projects of the National Load Dispatch Center and Information Infrastructure for the Competitive Power Generation Market. After the separation, NSMO will repay this debt to EVN.

To support NSMOs in financial matters, the Government has assigned the Ministries of Industry and Trade, Planning and Investment, and Finance to coordinate in handling or proposing support mechanisms for NSMOs. One of the important solutions is the loan mechanism, helping NSMOs access loans with low interest rates, long grace periods, and long-term principal repayment periods.

In addition, the Government also requested the People's Committees of Hanoi, Ho Chi Minh City and Da Nang to consider and arrange land funds to build independent headquarters for NSMO and regional Power System Control Centers.
