Arrange funds for site clearance to build railway overpass

Official Dispatch No. 253 was issued after the Provincial People's Committee considered the proposal of the People's Committee of Thang Binh district in Document No. 05, dated January 6, 2025 on advance compensation and site clearance for households affected by the railway overpass under the Project to renovate and upgrade National Highway 14E, section through Thang Binh district (the dispatch was sent to the Vietnam Road Administration and Project Management Board 4) and the Department of Transport in Official Dispatch No. 5025, dated December 9, 2024 on the scope of compensation and site clearance to expand National Highway 14E.

To facilitate site clearance and create consensus among the people, the People's Committee of Quang Nam province has agreed on the policy of land recovery, compensation, support, site clearance and resettlement for affected households in the railway overpass area, calculated from the center of the road to each side 15.7m, in accordance with the Road Network Planning for the period 2021 - 2030, with a vision to 2050 approved by the Prime Minister in Decision No. 1454, dated September 1, 2021.

For cases where households, organizations and individuals have applications for land acquisition and compensation for the entire area, agree on the policy of compensation, land recovery and organization of management and use of the area outside the land acquisition and compensation strip after recovery in accordance with the provisions of Official Dispatch No. 8988, dated November 19, 2024 of the Provincial People's Committee.

Currently, the People's Committee of Thang Binh district is urgently and resolutely implementing and promptly handing over the construction site for the railway overpass. The People's Committee of Quang Nam province recommends that the Vietnam Road Administration and Project Management Board 4 (Vietnam Road Administration) agree to carry out compensation and site clearance work according to the above policy and pay attention to and promptly allocate funds to the People's Committee of Thang Binh district to organize payment to affected households with the amount of 87.8 billion VND.

Project Management Board 4 will soon complete the documents and procedures, report to the competent authority to adjust and supplement the design and implement the construction of the access road on both sides of the railway overpass area in the direction of widening the road to 5.5m. The remaining area will be invested in a system of sidewalks, trees, and synchronous lighting, creating a clean and beautiful landscape to contribute to facilitating the mobilization of people to agree and comply with the plan.

Thang Binh District People's Committee proactively coordinates and works with the Vietnam Road Administration and Project Management Board 4 to promptly complete compensation work and hand over the entire site to Project Management Board 4 to implement construction to ensure progress according to the direction of the Provincial People's Committee in Official Dispatch No. 8988, dated November 19, 2024 and Official Dispatch No. 10333, dated December 31, 2024.
