The Center for Treatment - Education - Social Labor under the Department of Labor, Invalids and Social Affairs (formerly) performs the main functions and tasks: organizing compulsory drug addiction treatment, organizing voluntary drug addiction treatment, organizing the reception of drug users and addicts without stable residence, organizing alternative treatment and organizing the treatment, care, medical examination and treatment, and rehabilitation education for mentally ill and mentally disturbed subjects.

Implementing the policy of streamlining the organizational apparatus towards streamlining, effectiveness, efficiency, and effectiveness, the tasks of organizing compulsory drug addiction treatment, organizing voluntary drug addiction treatment, organizing the reception of drug users and drug addicts without stable residence, and organizing alternative treatment are transferred to the Public Security sector for management while the tasks of organizing treatment, nurturing, caring, examining, treating, and educating and rehabilitating mentally ill and mentally disturbed subjects are transferred to the health sector, directly managed by the Ha Tinh Mental Health Hospital.
The entire facilities and infrastructure of the old Medical Treatment - Education - Social Labor Center in Cam Quan Commune, Cam Xuyen District with an area of 27 hectares were transferred to the Public Security Department, while Ha Tinh Mental Health Hospital only received the functions, tasks, organizational structure and human resources of the Medical Treatment - Education - Social Labor Center. This resulted in the fact that after the organizational merger, mentally ill subjects still had no place to manage, care for and treat.

Doctor Nguyen Hong Phuc - Director of Ha Tinh Mental Health Hospital said: "After receiving the functions and tasks of the Center for Treatment - Education - Social Labor, the hospital has stabilized its apparatus, cared for, treated and managed the subjects. However, the current problem is that there is no plan to arrange facilities for the management and treatment of these subjects. Bringing the subjects to the hospital is impossible because the campus is too narrow, the hospital is always overloaded".
According to the hospital's plan, there are 100 beds, but the actual number of beds is always over 120, some departments and rooms have to be arranged into other departments. Currently, the hospital is temporarily borrowing 3 buildings of the Center for Treatment - Education - Social Labor (formerly), now under the management of the Provincial Police, to serve as a management area and care for 106 mentally ill and mentally disturbed subjects. Due to temporary borrowing, there is still no office, food processing house, practice workshop, security guard house, working conditions are extremely makeshift and lacking.

Mr. Hoang Duy Hoai - Head of the Department of Management of Mentally Ill People (Ha Tinh Mental Health Hospital) analyzed: "Most of the subjects being cared for at the center have lost their capacity to act before the law, are often agitated, and pose a danger to those around them, so they cannot live with patients being treated at the hospital. Therefore, these subjects need to be cared for in a concentrated area far from residential areas and urban areas and have a large campus, open space, and adequate conditions for care, care, therapy, and rehabilitation according to regulations".
Faced with difficulties and shortcomings after the arrangement of the Center for Treatment - Education - Social Labor, the Department of Health has sent a document requesting the Provincial People's Committee and departments and branches to promptly find solutions.

To resolve the above shortcomings and problems, the Department hopes that the province will soon have a plan to arrange a land area of 5-7 hectares out of a total area of 27 hectares in the Southwest of the Center for Treatment - Education - Social Labor (old) and 3 housing areas for management and care of male subjects and management and care of female subjects in Thien No village, Cam Quan commune, Cam Xuyen district to perform the task of management, care and treatment for subjects when the Mental Health Hospital does not have enough infrastructure to receive them.
At the same time, the Department of Finance should promptly guide the handover of financial work to the Department of Health for management and allocation of funds for repairing and upgrading infrastructure, building fences and gates to ensure security and conditions for managing and nurturing mentally ill and mentally disturbed people without interruption.
