On March 31, Prime Minister Pham Minh Chinh signed and issued Official Dispatch No. 26/CD-TTg on urgently reviewing and reporting investment projects with difficulties, problems, and long-term backlogs on the National Public Investment System.
Prime Minister: Ministers, Heads of ministerial-level agencies, Government agencies; Chairmen of People's Committees of provinces and centrally run cities.
The telegram stated that recently, the Prime Minister has issued many documents directing and requesting ministries, branches and localities to focus on reviewing projects with difficulties, obstacles and long-term backlogs, urgently finding solutions to immediately implement projects, contributing to promoting socio-economic development, not wasting assets and money of the state, businesses, people and society.
To assist the Prime Minister in directing specific and regular tasks, the Prime Minister has established a Steering Committee on reviewing and removing difficulties and obstacles related to projects (called the Steering Committee) in Decision No. 1568/QD-TTg dated December 12, 2024, with Permanent Deputy Prime Minister Nguyen Hoa Binh as Head of the Steering Committee.
On March 30, 2025, at the Government Headquarters, Prime Minister Pham Minh Chinh chaired the Steering Committee meeting on reviewing and removing difficulties and obstacles related to projects. The Prime Minister assigned the Ministry of Finance to build a database system and guide ministries, central and local agencies to unify data entry and provide information on investment projects with difficulties, obstacles, and long-term backlogs.
In order to promptly remove difficulties and obstacles for long-standing projects to put them into operation to avoid wasting invested resources, to free up and effectively exploit state and investor resources, the Prime Minister requested Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally-run cities to continue reviewing and completing data entry of investment projects facing difficulties, obstacles, and long-standing backlogs for projects reported to the Steering Committee before March 25, 2025.
At the same time, continue to review and update projects that are found to have problems and difficulties that need to be proposed solutions and reported to competent authorities for consideration and resolution.
Reviewing and updating information and supplementing projects, proposing solutions to implement on the database system of stuck and difficult projects via the link: "dautucong.mpi.gov.vn, "information field "Steering Committee 1568," section "Ministries, Central Agencies, and Provincial People's Committees enter information." Deadline for completion is April 10, 2025.
The dispatch clearly states that after April 10, 2025, the database system will not receive any more information. Ministers, heads of ministerial-level agencies, government agencies and Chairmen of People's Committees of provinces and centrally run cities who do not direct the updating of additional projects will be considered to have no more projects with problems or difficulties that need to be reported to competent authorities for resolution and will be responsible before the Government, the Prime Minister and the law for not reporting and proposing fully as required by the Prime Minister.
The Prime Minister assigned Deputy Prime Minister Nguyen Hoa Binh to direct ministries, agencies and localities to perform assigned tasks, handle and resolve arising issues within their authority, and report to the Prime Minister on issues beyond their authority.
The Government Office monitors and urges ministries, agencies and localities to perform the assigned tasks in this Official Dispatch./.
