Ministry of Finance announced regulations to reduce 36 fees and charges by 10-50%.

According to the Circular, from January 1, 2025 onwards, the collection rates of fees and charges specified in the above Table shall comply with the provisions of the original Circulars, Circular No. 63/2023/TT-BTC and the amended, supplemented or replaced Circulars.

On June 28, the Ministry of Finance issued Circular No. 43/TT-BTC regulating the collection rates of a number of fees and charges to continue to remove difficulties and support production and business activities.

From July 1 to December 31, the Circular stipulates a 50% reduction in fees for granting licenses for the establishment and operation of banks (the collection rate is equal to 50% of the fee collection rate specified in Point a, Section 1, Fee Collection Rate Schedule in Clause 1, Article 4, Circular No. 150/2016/TT-BTC).

In addition, the Circular also stipulates a 50% reduction in fees for granting citizen identification cards; fees for granting licenses for establishment and operation of non-bank credit institutions; fees for submitting applications for intellectual property protection; fees for granting certificates of practice for industrial property representation, publication, and registration of industrial property representation; fees for assessing the content of non-business documents to grant publishing licenses; fees for granting licenses to import non-business publications; fees for registering the import of publications for business purposes, etc.

In addition, the new regulation also reduces by 50% the fee for appraisal and approval of fire prevention and fighting designs; the fee for granting a license to send workers to work abroad for a limited period of time; industrial property fees; fees for using railway infrastructure; appraisal fees for granting international travel service business licenses, domestic travel service business licenses; appraisal fees for granting tour guide cards, etc.

In the Circular, the Ministry of Finance also said that it will reduce by 10-30% many fees and charges, such as: Fees for appraisal of certificates, licenses, and certifications in civil aviation activities; granting permits to enter and exit restricted areas at airports; fees for entering and exiting airports for foreign flights to Vietnamese airports; customs fees for foreign flights to Vietnamese airports.

In the securities sector, the new regulation reduces 50% of fees and charges in the securities sector (except for 2 fees and charges: fees for new issuance, exchange, re-issuance of securities practice certificates for individuals practicing securities at securities companies, securities investment fund management companies and securities investment companies and fees for supervision of securities activities...

According to the Circular, from January 1, 2025 onwards, the collection rates of fees and charges specified in the above Table shall comply with the provisions of the original Circulars, Circular No. 63/2023/TT-BTC and amended, supplemented or replaced Circulars (if any).

This is the fourth time under its authority that the Ministry has issued a Circular stipulating a reduction in fees and charges from 10% to 50%. The expected impact on the budget revenue reduction is about 700 billion VND.

Thus, over the past 4 years, the Ministry of Finance has focused on implementing drastic and synchronous fiscal policy solutions, which have had a positive impact in supporting businesses and people to stabilize production and business, return people's lives to normal, contributing to stabilizing the macro-economy, creating favorable conditions to promote economic recovery and growth.
