The total number of communes and wards after the arrangement will be reduced by a maximum of 75%.

The Ministry of Home Affairs has completed the draft Resolution on administrative unit arrangement of the National Assembly Standing Committee.

Standards and quantity of administrative units of communes and wards after the arrangement, the draft stipulates that the new commune after the arrangement must have both natural area and population size reaching 300% or more of the commune standards prescribed in the Resolution of the National Assembly Standing Committee on standards of administrative units and classification of administrative units.

As for the population size standard of a commune in a mountainous area, highland area or one with a national border on land where 30% or more of the population is ethnic minorities, the minimum is 7,500 people.

For new wards after rearrangement, they must have a natural area of ​​35 km2 or more; a population of 50,000 people or more; wards in mountainous and highland areas must have a population of 35,000 people or more.

In case of arranging 4 or more commune-level administrative units into 1 new commune or ward, it is not necessary to evaluate the standards of natural area and population size according to regulations.

In case the arrangement of administrative units is in accordance with the direction of competent authorities and ensures the provisions of this Resolution, the conditions will not be considered and other standards will not be assessed according to the provisions of the Law on Organization of Local Government and the Resolution of the National Assembly Standing Committee on standards of administrative units and classification of administrative units.

Also according to the drafting agency, the total number of administrative units of communes and wards after the rearrangement will be reduced by at least 70% and at most 75% compared to the total number of administrative units at the commune level before the rearrangement in the province or centrally-run city.

The natural area of ​​an administrative unit will be determined according to land statistics published by competent authorities, with confirmation from the provincial-level state management agency of agriculture and environment.

For the population size of an administrative unit, it is determined as the permanent population provided and confirmed by the competent police agency.

Regarding naming and renaming of communes and wards formed after the rearrangement, the Ministry of Home Affairs emphasized that the names of newly formed communes and wards after the rearrangement must be easy to identify, concise, easy to read, easy to remember, and ensure systematic and scientific nature;

The Ministry of Home Affairs encourages the naming of communes and wards according to ordinal numbers or according to the names of district-level administrative units (before arrangement) with ordinal numbers attached to facilitate digitization and updating of information data.

The drafting agency also encourages the use of one of the existing names of administrative units before the arrangement; the name of the administrative unit has historical, traditional, cultural value and has been supported by the local people.

“The name of the new commune or ward after the rearrangement must not be the same as the name of the existing administrative unit of the same level within the province or centrally-run city or within the province or city planned to be established according to the direction of rearranging provincial-level administrative units approved by competent authorities,” the Ministry of Home Affairs noted.
