Ministry of Education and Training inspects tuition fees of universities

This is one of the contents directed by the Ministry of Education and Training in the document guiding the establishment of inspection teams to examine enrollment work at universities and pedagogical colleges.

The goal of this inspection is to help training institutions comply with enrollment regulations and to detect and handle violations, if any, the Ministry of Education and Training clearly stated in the guidance document.

The Ministry of Education and Training conducts inspections and checks on 6 main contents.

Firstly, inspect the development and promulgation of admission regulations such as: admission regulations, admission instructions, admission process, admission results according to each method, level, industry and training group of the two previous consecutive years.

Second, inspect the determination of enrollment targets and minimum scores for majors, especially minimum scores for schools training teachers and health professionals.

Third, inspect information on training costs, tuition fees, enrollment service fees and other service fees for the entire course and each school year.

Fourth, inspect the organization of the entrance exam (facilities serving the exam, composition of the exam council, exam council committees, exam organization form...). In addition, inspect the implementation of regulations on exam questions, printing, copying, security, delivery, receipt, transportation, protection of exam questions and exam marking to see if they are in accordance with regulations.

Fifth, inspect the admission process (content, time, admission fees, process of determining admission scores, public announcement of admission results, list of successful candidates, process of printing and sending admission notices, summoning successful candidates...).

Friday, check admission, receive admission documents of successful candidates.

The Ministry of Education and Training assigned the Chief Inspector of the Ministry to decide on establishing inspection teams for enrollment work.

Previously, Vietnam Aviation Academy was required to refund more than 56 billion VND in tuition fees to students due to "over-collection" in the past two years.

Specifically, in April 2021, the Ministry of Education and Training requested ministries, branches and localities to maintain tuition fees at the same level as the previous school year. However, Vietnam Aviation Academy still increased its tuition fees by about 10% according to Decree 81 without amending them according to the Ministry's regulations. Therefore, the schools must refund the difference in fees according to regulations and be reviewed.

No tuition increase for the 2023-2024 school year

On July 31, the Government Office announced the conclusion of Deputy Prime Minister Tran Hong Ha at a meeting on the draft amendment to Decree No. 81 of the Government on the mechanism for collecting and managing tuition fees for educational institutions in the national education system and policies on tuition exemption, reduction, and support for learning costs.

The Deputy Prime Minister requested the Ministry of Education and Training to continue to coordinate with relevant ministries to promptly complete the draft revised Decree 81 and submit it to the Government before August 8, 2023.

The Decree needs to be amended to clearly stipulate a number of provisions on the unimplemented and unapplied roadmap for the mechanism of collecting and managing tuition fees. In particular, the Deputy Prime Minister requested that tuition fees not be increased for the 2023-2024 school year.

The Deputy Prime Minister also requested the Ministry of Education and Training to preside over and coordinate with relevant ministries and agencies to research and propose additions to the Government and Prime Minister's work program on the content of developing and promulgating a decree to replace Decree No. 81 according to regulations.
