191 teachers in Thanh Hoa will have their salaries calculated from the date of recruitment.

On March 29, information from the Thanh Hoa Department of Home Affairs said that this unit has just issued a document guiding the People's Committee of Hoang Hoa District on how to arrange and calculate salaries for teachers recruited as civil servants.

For many years, 191 teachers in Hoang Hoa district have been "forgotten" of their right to receive salary classification.

This is the move of the authorities of Thanh Hoa province after Thanh Nien Newspaper reported that 191 teachers in Hoang Hoa district have been "forgotten" of their right to receive salaries according to regulations for many years.

Accordingly, teachers recruited as civil servants before January 15, 2019 will have their salaries classified based on Decree No. 29/2012/ND-CP dated April 12, 2012 of the Government and Circular No. 15/2012/TT-BNV dated December 25, 2015 of the Ministry of Home Affairs.

For teachers recruited from January 15, 2019 to before September 29, 2020, salary will be based on Decree No. 161/2018/ND-CP dated November 29, 2018 of the Government.

For teachers recruited from September 29, 2020 to before December 7, 2023, salary will be based on Decree No. 115/2020/ND-CP dated September 25, 2020 of the Government.

While many other localities have promptly arranged salaries for teachers when recruiting civil servants, Hoang Hoa district has been slow to implement.

Teachers recruited from December 7, 2023 to present will be classified according to the provisions of Clause 7, Article 1, Decree No. 85/2023/ND-CP dated December 7, 2023 of the Government; and Article 4, Circular No. 05/2024/TT-BNV dated June 27, 2024 of the Ministry of Home Affairs.

Regarding the time of salary arrangement, Thanh Hoa Department of Home Affairs guides Hoang Hoa District People's Committee to arrange salary from the effective date of the decision to recruit civil servants.

"Time of salary arrangement" is also the issue that Hoang Hoa District People's Committee said that "the regulations are unclear so it is not known whether salary arrangement is calculated from the recruitment date or from the effective date of the regulation", to explain the reason for the delay in salary arrangement for 191 teachers.

Previously, as Thanh Nien reported, in the period of 2018 - 2024, 191 teachers in Hoang Hoa district were recruited as civil servants, but the People's Committee of Hoang Hoa district did not rearrange teachers' salaries and seniority allowances according to the provisions of law, causing teachers' rights to be affected and disadvantaged. The reason, according to the People's Committee of Hoang Hoa district, is that the regulations do not clearly state whether salaries are calculated from the time teachers are recruited as civil servants or from the time the regulations take effect.

After Thanh Nien Newspaper reported, Thanh Hoa Provincial People's Committee issued a directive document, assigning Thanh Hoa Department of Home Affairs to urgently clarify the content of the report about 191 teachers whose salaries were "forgotten" by Hoang Hoa District People's Committee, and at the same time handle violations if any.
