Ministry of Education and Training deploys enrollment work in 2025

Enrollment statistics from the Ministry of Education and Training in 2024 show that the total enrollment target for universities and colleges of preschool education is more than 721,500, of which the number of candidates enrolling is nearly 615,000, reaching a rate of 85.23%. In the field of pedagogy alone, the number of candidates enrolling at university and college levels is nearly 34,500, reaching a rate of 95.43%.

Although the enrollment process is safe, transparent and in accordance with regulations, there are still some limitations such as candidates declaring incorrect information, not registering for enrollment within the prescribed time, or training institutions applying too many enrollment methods, including ineffective methods.

Regarding the 2025 enrollment, delegates were informed about Circular 06/2025/TT-BGD, issued on March 19, 2025 by the Ministry of Education and Training. This Circular introduces many important changes, including no more early admission; using the results of the entire 12th grade for admission; publicizing the conversion rules equivalent to the admission score; no limit on the number of admission combinations; using appropriate foreign language certificates to convert foreign language scores in admission; the total priority score does not exceed 10% of the maximum score of the admission scale; admitted candidates must register their admission wishes on the system and confirm their enrollment.

In addition, the Ministry of Education and Training also noted some important regulations in this year's enrollment work: priority points will continue to be kept stable as in 2022, but for candidates who score 22.5 points or more, the priority level will gradually decrease so that the maximum total score is still 30 (on a 10-point scale for three subjects). The regional priority policy will only apply in the year of high school or college graduation and the following year.

According to the Ministry of Education and Training's expected enrollment plan, the threshold for ensuring input quality for teacher training and health care programs will be announced on July 21. From August 13 to 5:00 p.m. on August 20, the Ministry of Education and Training will organize the processing of enrollment applications. Training institutions, local Departments of Education and Training, and candidates should pay attention to these timelines to comply with regulations.

Speaking at the conference, Deputy Minister of Education and Training Hoang Minh Son highly appreciated the 2024 enrollment results and emphasized the new points in Circular 06/2025. The Deputy Minister requested training institutions to seriously implement the new regulations and at the same time acknowledge the opinions of delegates on enrollment methods, score conversion rules, admission combinations, bonus points, priority points and other admission instructions. The Ministry of Education and Training also requested the Departments and Divisions under the Ministry of Education and Training to listen to and absorb opinions to complete the instructions, ensuring the principles set forth in the enrollment regulations.
