The Ministry of Industry and Trade focuses on developing and employing high-quality human resources and talents to meet the requirements of science, technology and innovation development.

Focusing human resources on serving high-tech development

The Minister of Industry and Trade has just issued Decision No. 116/QD-BCT on the Action Plan of the Ministry of Industry and Trade to implement Resolution No. 03/NQ-CP dated January 9, 2025 of the Government on the Action Program to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.

Decision No. 116/QD-BCT states one of the seven main tasks and solutions, which is: Developing and utilizing high-quality human resources and talents to meet the requirements of science, technology development, innovation and national digital transformation.

Accordingly, the Department of Personnel Organization shall preside over and coordinate with the following units: Focus on implementing the Ministry of Industry and Trade's Project on building and promoting the role of the intellectual team to meet the requirements of rapid and sustainable national development in the coming period to implement the Government's Action Program to implement Resolution No. 45-NQ/TW dated November 24, 2023 of the 13th Party Central Committee. At the same time, continue to review and supplement to ensure the implementation of approved human resource development programs and projects, focusing on semiconductor industry human resources, human resources serving high-tech and strategic technology development.

The focal point coordinates with the specialized units of the Ministry of Education and Training to review, revise, supplement, and at the same time guide the Ministry's higher education institutions to implement the Project to improve the capacity of lecturers and managers of higher education institutions to meet the requirements of fundamental and comprehensive innovation in education and training in the 2019-2030 period, meeting the requirements in the new context.

At the same time, guide higher education institutions under the Ministry to implement regulations on attracting and recruiting excellent lecturers in conjunction with appointing professors and associate professors. Guide and direct the development of regulations on granting scholarships; exempting and reducing tuition fees for students and trainees in STEM majors serving strategic technology development, and those participating in training programs for strategic technology engineers and advanced materials from the state budget.

Develop and guide higher education institutions to implement training programs for talented engineers, masters and doctors in basic sciences, key engineering and technology fields serving the development of strategic technology, foundation industries, priority industries and nuclear power.

Focus on investing in building a number of universities and advanced training centers specializing in artificial intelligence and strategic technology fields to serve strategic industries and platform industries.

Develop and guide vocational training institutions to implement training programs, retrain technical staff, and provide high-quality vocational training to meet the requirements of applying new and high technologies.

In addition, direct educational institutions under the Ministry of Construction to apply online education and training platforms according to international standards, develop digital university education models combined with the application of advanced technologies such as artificial intelligence and virtual space.

Build, connect and develop a network of experts

Decision No. 116/QD-BCT also stated that training institutions under the Ministry: Develop and implement development plans for schools for the period up to 2035, with a vision to 2050; link training activities with the requirements of science and technology development, innovation and digital transformation in the industry and trade sector.

Research, based on practical requirements and capacity of the school to propose to the Ministry to consider developing and implementing advanced training programs specializing in artificial intelligence; research and propose scholarship and tuition mechanisms to attract students, postgraduates to study and research in key fields of science, engineering and technology to serve the development of the Industry and Trade sector.

Develop a team of lecturers with sufficient capacity and qualifications to teach key science and technology fields serving fundamental and strategic industries; promote cooperation with prestigious foreign universities;

The Department of Science and Technology is the focal point for building, connecting and developing a network of domestic and international experts and scientists to serve the development of science, technology, innovation and digital transformation in the Industry and Trade sector.

Sharing with reporters of the Industry and Trade Newspaper, Mr. Ly Quoc Hung - Director of the Department of Science and Technology (Ministry of Industry and Trade) - said that investment in developing human resources for science and technology is a priority for the Industry and Trade sector. Training human resources, including high-quality human resources for science and technology and engineering to serve the development needs of key industries and fields, has been included in many science and technology programs and projects managed and implemented by the Ministry of Industry and Trade, in which goals, roadmaps and specific steps are determined.

To meet development requirements, science and technology organizations under the Ministry have also proactively invested in developing science and technology human resources through training and retraining to improve professional qualifications for research and management staff at domestic and foreign training institutions.

Besides, research institutes of corporations and general companies are interested in training and developing human resources from many sources of capital and in different forms.

"In general, the research staff at science and technology organizations in the Industry and Trade sector have basic training, many of whom have been trained in developed countries, meeting the requirements of the industry's research and development activities at the current stage," Mr. Ly Quoc Hung emphasized.

Mr. Ly Quoc Hung - Director of the Department of Science and Technology - said: In the coming time, the Ministry of Industry and Trade will review and build the human resource structure of science and technology organizations in accordance with the functions and tasks of each unit and the development reality of the industry. The main contents include: Building and implementing plans for recruitment, planning, training, fostering and synchronous development of science and technology human resources in both quantity and quality; reviewing and perfecting the regulations and policies of the unit in the direction of encouraging creativity. At the same time, attracting, promoting and rewarding highly qualified science and technology staff, especially leading experts and talents in the field of science and technology; creating conditions for research staff to study and improve their qualifications.
