In 2025, Vinh Long will focus on solutions to improve efficiency and quality in institutional reform; administrative procedure reform; streamlining the organizational structure in accordance with regulations, in line with practice, and operating effectively and efficiently. At the same time, effectively apply information technology to improve working methods and procedures and enhance operational and management capacity.
Improve people's satisfaction index
According to the Department of Home Affairs, in 2024, the province's administrative reform (AR) work achieved positive results. During the year, the Provincial People's Council and People's Committee issued 65 legal documents to ensure consistency, uniformity and feasibility when applied. The province currently has 1,729 administrative procedures under its jurisdiction, of which 1,400 are at the provincial level.
“The province continues to strengthen information and propaganda work on administrative reform through various forms suitable for different subjects. In addition, the emulation movement to improve the effectiveness of administrative reform and implement regulations on responsibilities of heads of agencies, units and localities in the province has contributed to helping the administrative reform work of the province in general and of agencies, units and localities in particular gradually improve in quality and efficiency,” added Mr. Ho Van Kien, Deputy Director of the Department of Home Affairs.
The organizational structure is arranged in accordance with policies and orientations, ensuring that it is lean, compact, strong, effective, efficient, and effective. As a result, through the arrangement, Vinh Long has reduced 5/18 provincial departments, branches, and sectors and reduced 78/143 departments and equivalents. The staff, civil servants, and public employees of the province are increasingly improving their qualifications, professional expertise, and are being trained in skills to serve their work better and better.
Many new models, initiatives and solutions in administrative reform have been piloted, replicated and effectively implemented in agencies, units and localities.
At the same time, the province applied information technology to serve the direction, management and operation of state agencies, creating favorable conditions for cadres, civil servants and public employees in the working process. During the year, the results of resolving and returning documents on time and before the deadline reached 99.48%.
The average value of the PAR Index and the Satisfaction Index of people and organizations with the services of agencies, units and localities in the province in 2024 have both improved compared to 2023. Specifically, the average value of the PAR Index reached 85.89% (up 0.48%); the average value of the Satisfaction Index reached 86.63% (up 6.49%).
Notably, there have been outstanding achievements for 3 consecutive years in the top ranking of the PAR Index of the District People's Committee. The People's Committee of Vinh Long City always strives to maintain the city's PAR work, continue to improve, and enhance the quality of service to businesses and people.

Creating breakthroughs in administrative reform
However, in each area of administrative reform, there are still certain difficulties. Sharing solutions to overcome and improve difficulties in implementing the tasks of institutional reform and public finance reform at the unit, Ms. Truong Thanh Nhuan - Director of the Department of Education and Training, said: "Continue to direct, urge and guide units to effectively implement institutional reform and public finance reform of the department; strengthen inspection and supervision of financial management at units under the Department of Education and Training, especially the implementation of non-cash payments in accordance with regulations. At the same time, enhance the responsibility of the head in organizing the implementation and management of finance and public assets at the unit...".
In the coming time, the province will continue to review, evaluate, simplify administrative procedures, reduce paperwork, procedures, and time for handling administrative procedures for organizations and individuals in all fields, especially in areas with many pressing issues, causing congestion in management and activities related to people and businesses, associated with the announcement, publicity, transparency of administrative procedures and updating of the National Database on Administrative Procedures and the status of handling administrative procedures.
At the same time, review, arrange and streamline the organizational apparatus in conjunction with restructuring the staff, civil servants and public employees to reduce the payroll to ensure it is consistent with the assigned payroll and the situation of the province; continue to implement the Government's resolution on promoting decentralization and delegation of state management authority by sector and field in the locality.
Vice Chairwoman of the Provincial People's Committee - Nguyen Thi Quyen Thanh requested all levels, sectors and localities to identify administrative reform as a key and breakthrough task in implementing the province's socio-economic development strategy. During the implementation process, all levels, sectors and localities should strengthen inspection and supervision of the results of handling administrative procedure records to ensure compliance with the prescribed time, especially the complete handling of administrative procedure records on the Provincial Administrative Procedure Information System.
All levels, sectors and localities regularly review administrative procedures within their management scope and propose and recommend simplifying the implementation process and procedures to suit practical conditions, creating favorable and transparent conditions to help individuals and businesses implement easily, saving time and costs; increase the digitization of records, ensuring that the results of handling administrative procedures reach 100% according to regulations...

Ms. Nguyen Thi Quyen Thanh also requested that all levels, sectors and localities strengthen the role and responsibility of leaders in directing and operating administrative reform work; pay attention to inspecting and supervising the implementation of discipline and administrative discipline within the scope of management, in order to have timely solutions to correct and rectify. All levels, sectors and localities focus on applying information technology to innovate working methods; have effective solutions to increase the rate of online records generation throughout the process; and the rate of online payments.
