Mr. Mai Hung Dung, Permanent Vice Chairman of Binh Duong Provincial People's Committee, said that in the first 8 months of 2024, despite facing many difficulties, Binh Duong still achieved encouraging economic achievements. Economic growth rate reached 6.19%, export turnover increased by 10.3% compared to the same period in 2023. Key industries such as wood, textiles, and footwear all had strong recoveries. However, in the context of increasingly complex global trade, trade defense measures (TMPs) are increasingly used, posing significant challenges for export enterprises, including Binh Duong - a locality with many industrial parks and leading manufacturing and export enterprises in Vietnam.
Binh Duong has drastically and synchronously implemented solutions to support businesses in responding to PVTM. Special attention is paid to supporting businesses in PVTM investigations by foreign countries, organizing propaganda and training activities, improving PVTM capacity for manufacturing industries, supporting the business community and management agencies.
According to Mr. Nguyen Thanh Toan, Director of the Department of Industry and Trade of Binh Duong province, as a specialized agency performing the function of advising and assisting the Provincial People's Committee in state management of industry and trade, the Department has resolutely and promptly implemented synchronous groups of solutions to support production, expand domestic and export markets of the Government, the Ministry of Industry and Trade, and the People's Committee of Binh Duong province...
Among them, supporting manufacturing and exporting enterprises in responding to foreign trade defense cases is one of the important contents that the Department pays special attention to, due to the nature and important role of trade defense tools in the process of international economic integration.
According to Mr. Nguyen Thanh Toan, it is extremely important for state management agencies and relevant parties to fully understand trade defense in export activities, in order to provide practical and effective support, meeting the information needs of businesses and industry associations on rules of origin and origin certification procedures in new-generation Free Trade Agreements (FTAs).
Therefore, in recent times, the Department of Industry and Trade has closely coordinated with the Department of Trade Defense (Ministry of Industry and Trade) to promptly and synchronously deploy trade defense activities, supporting response to many foreign trade defense investigations.
Along with that, organize propaganda, training, and coaching to improve trade defense capacity for manufacturing industries in the province, support the business community, industry associations, and state management agencies to be more proactive in handling and responding to trade defense investigations.
Specifically, in anti-subsidy investigations, it is necessary to have the participation of central and local state management agencies to provide information on policies and regulations that are accused of subsidizing exporting enterprises. The Department has seriously and timely implemented the requirements of the Trade Defense Department throughout the investigation process: including answering questions about local industrial and trade policies; coordinating with relevant agencies (tax, customs, finance, natural resources - environment, industrial park management boards, etc.) to collect information as required by foreign investigation agencies; requesting that investigated enterprises cooperate fully and comprehensively to have low tax rates and continue to maintain export markets.
In particular, in cases of anti-dumping, self-defense and anti-evasion of trade defense measures, the Department also recommends that relevant enterprises closely coordinate with the Department of Trade Defense and foreign investigation agencies to ensure compliance with regulations on the content and duration of the investigation.
Accordingly, the Department of Industry and Trade and departments, branches and sectors in the province have coordinated and effectively implemented trade defense support activities, creating conditions for the business community and industries to regain momentum for recovery and growth in industrial production and export of goods.
“In many trade defense cases, the Department's coordination in providing information and documents has helped protect export markets well. Specifically, we have successfully defended the fact that the Government does not have any subsidy activities for businesses exporting goods to Australia, nor does it intervene in the input material market to give businesses an unfair advantage when exporting. Or in the case of the US investigating the scope of products, investigating anti-dumping and anti-subsidy tax evasion on wooden cabinets (2022), we also had positive results when the US Department of Commerce canceled the anti-evasion investigation and proved that most Vietnamese businesses do not export products that are subject to tax,” the Director of the Department of Industry and Trade of Binh Duong province cited.

To support businesses in effectively responding to trade defense cases, Mr. Nguyen Thanh Toan said that in the coming time, the Department of Industry and Trade will continue to closely coordinate with the Trade Defense Department to promptly and synchronously deploy support activities to respond to foreign trade defense investigations. At the same time, organize propaganda, training, and coaching to improve trade defense capacity for manufacturing industries in the province, the business community, industry associations, and state management agencies. Thereby, improving the effectiveness of supporting businesses within the scope of management.
In the first 8 months of 2024, trade defense support activities have significantly contributed to the positive and promising changes in goods export activities. In particular, this result shows that the capacity of enterprises has improved a lot thanks to state management, as well as enterprises adapting and taking advantage of market opportunities, which creates confidence in positive growth throughout the year.
However, to achieve the target of increasing export turnover by 9-10% set for 2024, in the remaining months of 2024, the provincial Department of Industry and Trade will continue to focus on implementing a number of key solutions to support export enterprises to consolidate key export markets, exploit new markets; expand markets of countries with advantages and minimize the risk of being investigated for applying trade defense measures from FTA commitments that Vietnam has signed./.
