Hanoi Secretary requests public service inspection to speed up progress of Ring Road 4

TPO - On the morning of June 13, Secretary of the Hanoi Party Committee Dinh Tien Dung inspected the progress of the Ring Road 4 project - Capital region. To speed up the project, including site clearance, the Hanoi Secretary requested that there should be a public inspector.

At the project site, the Hanoi City Traffic Construction Investment Project Management Board (Traffic Board) said that despite the efforts of the localities, the work of land acquisition, resettlement and relocation of underground and above-ground works has not met the set schedule.

Specifically, by this June, localities have not completed the selection of contractors for underground and above-ground relocation, leading to the inability to apply the special mechanism for bidding; with the relocation of high-voltage electricity, up to now, in many bidding packages, progress is very slow, leading to the project not having the ground to dig and fill the foundation as planned.

Regarding the relocation of underground and above-ground infrastructure, currently, in addition to Soc Son district, which has completed the selection of a contractor for relocation, Me Linh, Dan Phuong, and Thuong Tin districts are selecting contractors; the remaining localities have not yet selected contractors.

Regarding the construction work at the project site of component 2.1 (parallel road), the Hanoi Transport Department said that the progress basically meets the required schedule. However, for the area of ​​weak soil treatment that has not been handed over (agricultural land, residential land, factory land, graves, existing underground and above-ground infrastructure... in the districts of Ha Dong and Thanh Oai), there are difficulties in completing the embankment work of the weak soil treatment sections before the rainy season of 2024.

Working with the investor, districts and related departments, Secretary of the City Party Committee Dinh Tien Dung acknowledged and highly appreciated the sense of responsibility in implementing the project, helping the project to achieve and exceed the planned construction volume.

However, the Secretary of the Hanoi Party Committee also frankly assessed that the results so far have not met the requirements of reality and the direction of all levels and sectors, especially the work of site clearance.

From this reality, to speed up the overall progress of the project, the Secretary of the Hanoi Party Committee requested that the Party Committee's Organization Board coordinate with the Party Committee's Inspection Committee to advise and organize a monitoring session on the performance of public duties by cadres, civil servants and public employees in the political system and do it "thoroughly", with clear conclusions in the spirit of praising good people, reminding those who have not done well, and handling violations, thereby creating general changes, in which the focus of work is starting from the Ring Road 4 project.

With instructions for each specific work and project, the Secretary of the Hanoi Party Committee concluded that for the parallel road (Component Project 2.1), the investor must continue to speed up the construction progress, currently the basic materials have met the requirements. Therefore, it is necessary to ensure that the section through Soc Son - Me Linh is completed by December 2024; the remaining sections will be completed in the third quarter of 2025 as committed by the contractor.

For the elevated highway project (component project 3), the City Party Secretary requested that city agencies speed up necessary procedures to soon implement it at the site.

The Secretary of the Hanoi Party Committee agreed to separate the bridge component project, including 2 bridges across the Red River and 1 bridge across the Duong River, from the 3rd component project for independent construction. This is aimed at connecting traffic and putting the parallel road into use immediately when completed.
