This is the viewpoint expressed by Hanoi Party Secretary Dinh Tien Dung at the dialogue with the Vietnam Fatherland Front at all levels in Hanoi on issues of people's livelihood that the people of the capital are concerned about on August 9.
Mr. Pham Chi Linh, Chairman of the Vietnam Fatherland Front Committee of Chuong Duong Ward, Hoan Kiem District, raised the question: The National Assembly Standing Committee has issued Resolution No. 35 on the arrangement of administrative units at district and commune levels for the period 2023-2030.
In which, Hanoi has Hoan Kiem district and 176 communes and wards (in 26 districts, towns and cities) subject to administrative unit arrangement.
"People are very interested and want to know the city's policy and viewpoint on merging Hoan Kiem district, because this is the cultural, political and economic center of the capital, with a long tradition of culture and history," Mr. Linh asked.

Secretary of the Hanoi Party Committee Dinh Tien Dung said that on August 7, the Standing Committee of the City Party Committee met and reached a high consensus on the issue and will issue a directive on this issue. The city will establish a Steering Committee and develop a project to rearrange administrative units. The spirit of Hanoi is to strictly implement the Central Government's regulations, but this is also a very important, sensitive issue, with many concerns, associated with economic, cultural and political life.
The city will review and count according to the hard criteria of area and population. But besides that, there is a very important criterion of culture and history. This criterion has also been stated in the resolution of the National Assembly Standing Committee. "Hoan Kiem District is very special, the city will find ways to convince, the spirit is to protect, maintain and stabilize the district", said the Secretary of Hanoi.
Previously, on July 31, at the National Online Conference on merging district and commune-level administrative units, Hanoi Chairman Tran Sy Thanh said that Hoan Kiem is the only district of the city that must be merged in the 2023-2025 period.
According to the regulations of the National Assembly Standing Committee, the district must have a minimum area of 35 km2 and a population of 150,000. Hoan Kiem meets the population standard, but only reaches 15% of the area.
The spirit is to protect, maintain and stabilize Hoan Kiem district.
Apart from Hoan Kiem, the remaining 3 core districts of Hanoi do not meet the area criteria. Specifically, Ba Dinh 9.21 km2, Dong Da 9.95 km2, Hai Ba Trung 10.26 km2.
However, these three districts have very large populations, over 225,000, over 376,000 and nearly 300,000 respectively. Some new districts also have an area of less than 35 km2 such as Tay Ho 24.38 km2, Cau Giay 12.38 km2, Thanh Xuan 9.17 km2 and Nam Tu Liem 32.17 km2, but all have populations exceeding 150,000.
Hoan Kiem District is located in the center of the capital, 5.29 km2 wide, population of nearly 156,000 with 18 wards. This is the smallest district in Hanoi, but is the cultural, political and economic center of the capital with 190 famous historical and cultural relics. Typical are the relic complex of Hoan Kiem Lake - Ngoc Son Temple - Ba Kieu Temple, Quan Su Pagoda, Kim Ngan Communal House, Bao An Pagoda (Lien Tri Pagoda), Bao Thien Tower, King Le Temple, Quan Chuong Gate, Hanoi Opera House, Hoa Lo Prison, 19/8 Square, and the Great Church.
District-level administrative units include districts, towns, provincial cities and centrally-run cities (such as Thu Duc City in Ho Chi Minh City). Commune-level administrative units include communes, wards and towns .
