Closing of the 39th Session of the National Assembly Standing Committee

This morning, November 19, under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly Standing Committee closed the 39th Session, completing the entire content and agenda of the session with high consensus.

Prepare carefully, with focus, key points, and concentrate on major issues. Accordingly, the National Assembly Standing Committee gave opinions on explaining, accepting, and revising 9 draft laws and 1 draft resolution with complicated content and different opinions; agreed to submit to the National Assembly for approval the proposal to appoint judges of the Supreme People's Court and consider solutions to continue to remove difficulties caused by the impact of the Covid-19 pandemic.

The National Assembly Standing Committee also considered and voted to approve 12 Resolutions on the arrangement of district and commune-level administrative units for the 2023-2025 period; approved 3 Resolutions and gave opinions on 2 draft Resolutions at the request of the Supreme People's Court to ensure conditions for implementing the Law on Organization of People's Courts, which will take effect from January 1, 2025. In his closing speech, Vice Chairman of the National Assembly Nguyen Khac Dinh stated that the 39th session of the National Assembly Standing Committee took place immediately after the end of the first session of the 8th Session of the 15th National Assembly. Although the time was very urgent, the Vice Chairman of the National Assembly acknowledged that the Committees, Ministries and relevant agencies had coordinated to prepare the contents very urgently and actively, explained, received and revised the opinions of National Assembly deputies at the National Assembly sessions and worked with high efficiency to prepare the contents to submit to the National Assembly Standing Committee.

"The Reports, Submissions and documents were all carefully prepared, with focus and key points, focusing on major issues, so the National Assembly Standing Committee also met very quickly and made immediate decisions," the Vice Chairman of the National Assembly emphasized. Unanimously submitting to the National Assembly for approval the draft Electricity Law (amended), Data Law and Public Investment Law (amended) at the Eighth Session. Through discussion, the Vice Chairman of the National Assembly stated that the National Assembly Standing Committee agreed that the above projects and drafts were basically qualified to be submitted to the National Assembly for approval at the second session of the Session, including the three draft Laws: the Electricity Law (amended), Data Law and Public Investment Law (amended).

"Based on reviewing the records and documents and with the high determination of the Government, the agency in charge of reviewing and the agency in charge of drafting, the National Assembly Standing Committee has agreed to continue to complete the above three draft Laws to submit to the National Assembly for approval at the Eighth Session." Emphasizing this, the Vice Chairman of the National Assembly also requested the presiding Committees to continue to coordinate with relevant ministries and agencies, closely follow the conclusions of the National Assembly Standing Committee, promptly complete the report on acceptance, explanation and draft Laws, draft Resolutions to ensure the highest quality and send them to National Assembly deputies soon, ensuring enough time for National Assembly deputies to study before voting for approval. Along with that, the Vice Chairman of the National Assembly suggested that it is necessary to continue to pay attention to, thoroughly grasp and comply with the direction on innovation in law-making thinking of the Party and State leaders in the process of completing drafts and projects, ensuring that the Laws and Resolutions passed meet well, are effective and suitable to the requirements of the new situation.

Regarding draft Laws and draft Resolutions that were not discussed at the 39th Session of the National Assembly Standing Committee and have received written comments from the National Assembly Standing Committee, the Vice Chairman of the National Assembly requested that the National Assembly Committees continue to closely coordinate with Government agencies and relevant agencies to absorb and comprehensively complete both technical and content aspects, ensuring the highest quality when submitted to the National Assembly for consideration and approval.

Regarding the contents under the authority of the National Assembly Standing Committee, including 12 Resolutions on the arrangement of administrative units at district and commune levels, the Vice Chairman of the National Assembly requested the agencies to urgently complete them for submission to the Chairman of the National Assembly for signing and implementation. The Supreme People's Court continues to coordinate with the Judicial Committee to complete 2 draft resolutions: Regulations on ranks, conditions for upgrading ranks, number, and structure of the proportions of People's Court judges ; Amending and supplementing the resolutions of the National Assembly Standing Committee on salary regimes, allowances for positions and judicial titles in the People's Court according to the opinions of the National Assembly Standing Committee to continue submitting to the National Assembly Standing Committee for consideration and approval at the December meeting.
