In bidding for state budget capital, in localities, investors not only need to choose contractors with high professional capacity but also have the responsibility to minimize investment costs, reducing the burden on the state budget.
However, in reality, there are still many public investment packages with low discounts, leading to insignificant budget savings. Through reviewing bidding activities in Thanh Oai district, a similar situation has appeared.
Thanh Do Construction, Service and Trading Company Limited (Thanh Do Company) located at Thanh Thuy market hamlet, Gia Vinh village, Thanh Thuy commune, Thanh Oai district, Hanoi city is a typical example.
According to research, this enterprise is legally represented by Nguyen The Thang, with current registered charter capital of 16 billion VND. The list of capital contributors includes: Nguyen The Thang contributed 11.2 billion VND (accounting for 70% of total charter capital); Le Thi Thuy contributed 4.8 billion VND (accounting for 30% of total charter capital).
In addition, bidding data shows that in recent years, Thanh Do Company has won more than 60 bids, with the total value of bids in which this enterprise participated being more than 400 billion VND.
Notably, many of the bid packages this enterprise won in Thanh Oai district often had very low savings rates compared to the national average savings rate in the field of public investment bidding.
On March 5, 2025, Mr. Phan Duc Hanh - Deputy Director in charge of the Thanh Oai District Construction Investment Project Management Board signed the decision to select an online contractor for the construction and traffic safety package, part of the contractor selection plan for the project: Upgrading and renovating the main traffic route of Thanh Thuy commune (section from Rua Thuong village, Thanh Thuy commune to Khanh Ha commune, Thuong Tin district).
Thanh Do Company won the bid as an independent company, the winning bid price was 12,672,512,000 VND, compared to the estimated bid price of 12,749,707,000 VND, the winning bid price saved 77,195,000 VND (equivalent to saving about 0.6%) for the state budget.
On February 20, 2025, Mr. Phan Duc Hanh - Deputy Director in charge of the Thanh Oai District Construction Investment Project Management Board signed the decision to select an online contractor for the construction and traffic safety package, part of the contractor selection plan for the project: Upgrading and renovating the Kim An commune axis road (section from the left Day dike connecting Kim An - Do Dong road).
Thanh Do Company won the bid as a joint venture, the winning bid price was 9,198,616,000 VND, compared to the bid package price of 9,226,614,000 VND, the winning bid price saved 27,998,000 VND (equivalent to saving about 0.3%) for the state budget.
On February 17, 2025, Mr. Nguyen Cong Quang - Director of Thanh Oai District Land Fund Development Center signed the decision to select a contractor online for the Construction and Equipment Installation package, under the contractor selection plan of the Contractor Selection Plan for the construction investment phase, under the project/budget for the procurement of Construction of Technical Infrastructure for auctioning land use rights at plots marked O2.1 and O2.2 in Dia Dam field, Cat Dong village, Kim Bai town.
Thanh Do Company won the bid as a joint venture, the winning bid price was 7,968,772,000 VND, compared to the bid package price of 8,028,758,000 VND, the winning bid price saved 59,986,000 VND (equivalent to saving about 0.7%) for the state budget.
On December 26, 2024, Mr. Bui Van Sang - Chairman of Thanh Oai District People's Committee signed the decision to select a contractor for construction and equipment of the project: New construction of Tam Hung A Kindergarten.
Thanh Do Company won the bid as a joint venture, the winning bid price was 38,516,828,000 VND, compared to the estimated bid price of 38,767,068,000 VND, the winning bid price saved 250,240,000 VND (equivalent to saving about 0.6%) for the state budget.
On October 25, 2024, Mr. Le Van Dung - Chairman of Thanh Mai Commune People's Committee, Thanh Oai District signed 2 decisions to select contractors. Accordingly, the construction package belongs to the project: Rural Traffic Road in My Duong 2 Village, Thanh Mai Commune.
Thanh Do Company won the bid as an independent company, the winning bid price was 1,945,676,000 VND, compared to the bid package price of 1,959,565,000 VND, the winning bid price saved 13,889,000 VND (equivalent to saving about 0.7%) for the state budget.
The construction package belongs to the project: Rural Road in My Duong 1 village, Thanh Mai commune, Thanh Oai district. Thanh Do Company won the package as an independent company, the winning bid price was 1,812,718,000 VND, compared to the package price of 1,824,008,000 VND, the winning bid price saved 11,290,000 VND (equivalent to saving about 0.6%) for the state budget.
On October 14, 2024, Mr. Bui Van Sang - Chairman of Thanh Oai District People's Committee signed the decision to select a contractor for the construction package of the project: Song Khe Village Cultural House, Tam Hung Commune.
Thanh Do Company won the bid as an independent company, the winning bid price was 4,421,362,000 VND, compared to the bid package price of 4,448,933,000 VND, the winning bid price saved 27,571,000 VND (equivalent to saving about 0.6%) for the state budget.
On July 2, 2024, Mr. Nguyen Tuan Khai - Director of Thanh Oai District Construction Investment Project Management Board signed the decision to select a contractor for the construction and equipment package of the project: Upgrading and expanding Phuong Trung I Primary School.
Thanh Do Company won the bid as a joint venture, the winning bid price was 13,903,419,000 VND, compared to the bid package price of 13,975,152,000 VND, the winning bid price saved 71,733,000 VND (equivalent to saving about 0.5%) for the state budget.
On December 28, 2023, Mr. Nguyen Tuan Khai - Director of Thanh Oai District Construction Investment Project Management Board signed the decision to select a contractor for the construction and traffic safety package, the project to upgrade and renovate the ring road of Thach Nham village, My Hung commune.
Thanh Do Company won the bid as an independent company, the winning bid price was 8,321,000,000 VND, compared to the bid package price of 8,359,116,000 VND, the winning bid price saved 38,116,000 VND (equivalent to saving about 0.4%) for the state budget.
On November 9, 2023, Mr. Nguyen Tuan Khai - Director of Thanh Oai District Construction Investment Project Management Board signed the decision to select the contractor for the construction and equipment package of the project: Thanh Thuy Primary School.
Thanh Do Company won the bid as a joint venture, the winning bid price was 6,941,558,000 VND, compared to the bid package price of 6,994,981,000 VND, the winning bid price saved 53,423,000 VND (equivalent to saving about 0.7%) for the state budget.
