The Ministry of Justice has just announced the appraisal documents of the draft and the submission of the Resolution of the National Assembly Standing Committee on the arrangement of administrative units.
According to the criteria for the arrangement, it is expected that the whole country will have 11 provincial-level administrative units remaining the same, including: Hanoi, Hue, Lai Chau, Dien Bien, Son La, Cao Bang, Lang Son, Quang Ninh, Thanh Hoa, Nghe An, Ha Tinh.
So, what is the economic scale of these 11 provincial administrative units?
According to the General Statistics Office, the scale of GRDP (gross regional product) at current prices in 2024 of Hanoi will reach about 1,430,000 billion VND, ranking second in the country and first in the top 11 provinces and cities expected not to reorganize administrative units.
Notably, with the above figure, Hanoi's GRDP is 56.7 times larger than Cao Bang - the province with the lowest GRDP in the group of 11 provinces and cities expected not to be restructured.
The next positions are Quang Ninh with GRDP reaching 347,500 billion VND; Thanh Hoa is 318,752 billion VND, Nghe An is 216,943 billion VND and Ha Tinh is 112,855 billion VND.
Provinces and cities with GRDP below the threshold of 100,000 billion VND include: Hue 80,000 billion VND; Son La 76,626 billion VND; Lang Son 49,736 billion VND; Dien Bien 31,663 billion VND; Lai Chau 31,024 billion VND and the lowest is Cao Bang with 25,204 billion VND.
But in terms of GRDP growth in 2024 compared to 2023, Thanh Hoa is the leading province with an increase of 12.16% and ranked second in the country, only after Bac Giang.
Lai Chau ranked second with an increase of 10.52% in the group of 11 provinces and cities; Dien Bien, Quang Ninh and Hue recorded increases of 8.51%, 8.42% and 8.15% respectively.
Nghe An and Lang Son had GRDP growth of only over 6%, the lowest among the group of 11 provinces and cities.
However, in terms of GRDP per capita (according to 2023 statistics), Quang Ninh reached 227.1 million VND/person/year, the highest in the group of 11 localities above and only behind Ba Ria - Vung Tau in the list of 63 provinces and cities nationwide.
Not only that, with that figure, the average GRDP per capita of Quang Ninh is 2.2 times higher than the average GRDP per capita of 102.9 million VND/person/year of the whole country.
Although Hanoi has the highest GRDP scale in the group, its GRDP per capita is only second, with 150.3 million VND/person/year. Meanwhile, with 41.5 million VND/person/year, Cao Bang has the lowest GRDP per capita.
But in terms of attracting foreign direct investment (FDI), in 2023 Quang Ninh and Nghe An shared the first and second positions, reaching 3.19 billion USD and nearly 1.32 billion USD, respectively. Following these two provinces is Hanoi with 643 million USD.
Lang Son, Thanh Hoa, Hue have registered FDI capital ranging from 100-275 million USD, Ha Tinh is 70 million USD.
Other localities such as Son La, Dien Bien, Cao Bang, Lai Chau cannot attract foreign investment capital, meaning FDI capital is 0.
Hanoi collects the most, Son La the lowest
In terms of state budget revenue (including domestic revenue, customs revenue and other revenue sources), statistics in 2023 show that Hanoi will reach nearly VND 595,930 billion, the highest among 11 provinces and cities expected not to have to reorganize administrative units.
Son La is the province with the lowest budget revenue, only stopping at 4,344 billion VND.
In particular, Hanoi's state budget revenue is even higher than the total budget revenue of the 10 provinces and cities in this group combined.
