On October 10, Binh Thuan Provincial Police are temporarily detaining Hoang Van Thao (52 years old, permanent resident of Hanoi, temporary resident of Tan Binh District, Ho Chi Minh City) to investigate the act of fraud in helping Tran Van Thuan and his wife ("Tu ac" - 55 years old, resident of Son My Commune, Ham Tan District, Binh Thuan) who are being arrested for violating regulations on resource exploitation and tax evasion.
Initial information, on the evening of October 9, after a period of monitoring, detectives of Binh Thuan Provincial Police in coordination with Ho Chi Minh City Police urgently arrested Hoang Van Thao after receiving 400 million VND from Ms. Nguyen Thi Thuy Nga (Director of Phuong Nam Binh Thuan Company Limited, wife of Tran Van Thuan) at a coffee shop in District 1, Ho Chi Minh City.
Late that night, the police escorted Thao to his temporary residence to execute an emergency search warrant and seize some related evidence.
According to the initial investigation, through social relationships, Thao knew that Tran Van Thuan and his wife were being investigated by the Investigation Police Agency of Binh Thuan Province for illegal mining and tax evasion, so he introduced himself as a police colonel, working at the Criminal Police Department (C02) of the Ministry of Public Security and pledged to intervene to help Thuan only be administratively punished.
In return, Thao set a condition that Thuan and his wife had to give Thao 4.5 billion VND to "fix the case" and Thao received 2.2 billion VND along with many other gifts.
However, Tran Van Thuan was later prosecuted and temporarily detained by the Investigation Police Agency of Binh Thuan Province to investigate the act of violating regulations on resource exploitation.
Despite knowing that Thuan was arrested, Thao continued to contact Ms. Nguyen Thi Thuy Nga and asked her to come to Ho Chi Minh City to discuss the matter of releasing Thuan on bail, with the condition that she had to pay more than 1.2 billion VND in advance.
After that, Ms. Nga brought money to Ho Chi Minh City many times to give to Thao, but Thao constantly changed the time and place of travel between Ho Chi Minh City and Binh Duong to avoid being detected.
On the afternoon of October 9, to gain trust, Thao arranged to meet Ms. Nga at a coffee shop on Nguyen Cu Trinh Street, District 1, Ho Chi Minh City, near the headquarters of the Ministry of Public Security in the South to make a transaction to receive 400 million VND.
However, after receiving the money and leaving the coffee shop about 200m, Thao was arrested by detectives.
According to verification by Binh Thuan Provincial Police, Hoang Van Thao came from Hanoi to Ho Chi Minh City to temporarily reside and make a living by selling congee.
As VietNamNet reported, on the afternoon of September 20, the Investigation Police Agency of Binh Thuan Province executed an arrest warrant to temporarily detain Tran Van Thuan, Director of Long Thai Viet Company Limited, for the crime of violating regulations on resource exploitation.
Defendant Thuan is known by many as the "boss" of illegal mineral exploitation in the locality.
During the process of expanding the investigation of the case, the Investigation Police Agency of Binh Thuan Province issued a decision to additionally prosecute Tran Van Thuan for tax evasion and prosecute and prohibit Nguyen Thi Thuy Nga (Thuan's wife) from leaving her place of residence for tax evasion.
