Although the local government has mobilized, propagated, and explained to the people that building houses along rivers and streams during the rainy and flood season is dangerous to property and life, especially the commune strictly prohibits people from building new houses, however, the handling is not easy. People still build houses because there is no land fund elsewhere.

Every year, people have the need to build houses, local authorities regularly check, households in the town area must be granted a construction permit before being allowed to build houses.
Recently, a household in Block 4 did not have a construction permit but still built a house along the Nam Mo River, so the People's Committee of Muong Xen town suspended the construction. For old houses built along the Nam Mo River, the town propagandized people not to expand further into the riverbed.
According to many locals, in addition to natural causes, the situation of people arbitrarily dumping rocks and soil to encroach on the Nam Mo riverbed to build houses is one of the reasons why this river has narrowed. When floods come, many sections are diverted, causing the flow to erode the riverbanks and threaten many houses along the river.

A representative of the People's Committee of Ky Son district said: Currently, it is very difficult to plan residential areas for households affected by landslides and riverbank landslides to relocate to a safe place.
Therefore, there is still a situation where people build houses along rivers and streams, which is very dangerous when the rainy and stormy season comes. In the coming time, the district will continue to direct communes to propagate, remind and mobilize people not to build houses on dangerous river banks and streams, and resolutely not to let illegal construction occur.
The flood season is approaching, Ky Son district is reviewing households in risk areas to have plans to ensure people's safety. Recently, Ky Son district has received over 90 billion VND from the State, and is currently implementing the construction of Nam Mo river embankment, contributing to preventing riverbank erosion and ensuring people's safety.
