
Implementing decentralization of road management, the provincial transport sector is entrusted with the management of 6 national highways, with a total length of more than 745km and 20 provincial roads with a total length of more than 635km. The road system in the province basically meets the travel needs of the people. However, the management, maintenance and repair of the transport infrastructure system still faces many difficulties due to limited funding and mountainous terrain causing many obstacles. While many roads have not been invested in basic construction or major repairs, they have been damaged and degraded.
To effectively manage and maintain roads, the transport sector regularly updates and compiles statistics on the transport infrastructure system to serve the management, construction and maintenance work. Coordinate with relevant agencies and local authorities to propagate and mobilize organizations and individuals on both sides of the road to comply with the provisions of law on management and protection of road infrastructure, and not to encroach or violate the traffic safety corridor. At the same time, review and supplement the system of damaged road markers and signs.

Dien Bien Road Joint Stock Company 2 is the unit assigned to manage more than 356km of National Highway 12, National Highway 4H and Provincial Roads 143, 139, 145B. Mr. Nguyen Van Kien, Deputy Director of the Company said: In recent years, the unit has done a good job of managing and maintaining the assigned routes. In particular, regular maintenance, mowing of roadside grass, digging horizontal drainage ditches, longitudinal drainage ditches, painting and repairing road markers, road signs... on the routes to ensure smooth and safe traffic.
During the flood season, Dien Bien Road 2 Joint Stock Company has prepared sufficient supplies and spare materials to protect the traffic infrastructure. During this year's flood season, the Company has prepared 1,200 steel cages of various types; 3,000m3 of rubble; 5,000l of diesel oil. At the same time, it has arranged 12 excavators, 7 cars and machine operators to spread evenly on the routes, especially the routes with many vulnerable locations, landslide risks, and traffic safety risks to ensure timely handling when incidents occur.

In addition to ensuring regular maintenance on roads, the Department of Transport directs specialized agencies to inspect, review, and handle "black spots" and potential traffic accident spots. Organize the painting of road markings, speed bumps, signs, and no-parking signs on narrow, crowded roads; arrange reflective studs and guide markers on major traffic routes, steep mountain passes, deep ravines, and foggy roads. From 2022 to present, the Department of Transport has implemented 19 projects to handle potential traffic safety risks. Of which, 12 projects have been completed and put into use; 3 projects transferred from 2023 to this year have been basically completed. Currently, 4 new projects that started in 2024 are under construction, and are expected to be completed and put into use by the end of this year.
Currently, violations of traffic corridors on authorized national highways and provincial roads in the area are still quite common. The situation of re-encroachment on roadsides, sidewalks, markets, and trading on roads and bridges continues to occur; land management in some localities is not good, leading to violations and encroachment of road traffic corridors.
To overcome the above situation, the Department of Transport continues to coordinate with localities to strengthen inspection and supervision of the implementation of regular maintenance contracts of road management units. Enhance the role and responsibility of patrol officers to detect early violations of road traffic corridors for timely prevention and handling.

According to Mr. Bui Thanh Hieu, Head of Traffic Management Department (Department of Transport), with the synchronous implementation of solutions to improve the quality of road management and maintenance, the Department has ensured smooth traffic on the roads; limited traffic accidents caused by damage and incidents of roads and bridges. Road management and repair work has many positive changes; works to effectively overcome "black spots", especially handling violations of road safety corridors. In the coming time, the Department of Transport will gradually invest in appropriate technical equipment and apply digital technology, new and advanced technology in road management, maintenance and repair.
