(QBĐT) - On March 20, the Provincial Steering Committee (SC) on the arrangement and reorganization of administrative units (AUD) at district and commune levels held its first meeting chaired by comrade Le Ngoc Quang, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the SC. Attending were Deputy Heads of the SC: Tran Hai Chau, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Tran Phong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee and members of the SC.
Raising the issue at the meeting, Provincial Party Secretary Le Ngoc Quang emphasized: The rearrangement of administrative units is not simply a matter of organizing the administrative apparatus, but most importantly, so that the government model after the rearrangement operates effectively, is close to the people, and best serves the people.
The implementation process requires a thorough review of the reality of each locality, an objective and multi-dimensional assessment of the impact. Develop a reasonable arrangement plan that does not disrupt people's lives. Ensure the effective arrangement and assignment of cadres, civil servants and public employees, the right people, the right jobs. Strengthen propaganda work, create consensus among cadres, party members and people so that the implementation process takes place smoothly and achieves the highest results. Members of the Steering Committee and advisory agencies need to focus their intelligence, have the highest responsibility, proactively research and contribute ideas to come up with an optimal arrangement plan that is suitable to the reality of the province, ensuring strict compliance with the progress and roadmap of the Central Government.
According to the report of the Department of Home Affairs, Quang Binh province currently has 8 administrative units at district, town and city levels; 145 units at commune, ward and town levels; 81 specialized agencies at district level; 550 public service units and 2,899 commune-level officials and civil servants under the management of the government. The People's Committees of districts, towns and cities proactively coordinate with the Department of Home Affairs to deploy work contents, ensuring that they are suitable to the reality of each locality and consistent throughout the province.
Review and rearrange the staff, civil servants and public employees after the merger, prioritizing the retention of competent and qualified staff with a spirit of innovation, daring to think, daring to do and daring to take responsibility. Retrain and reassign suitable jobs, ensuring no interruption to the operation of the local government system. Develop appropriate support policies for redundant staff, civil servants and public employees.
The reorganization of administrative units has a great impact on the thinking of cadres, party members and people's lives.
