In order to increase budget revenue, for many years, the tax sector has focused on managing tax collection from e-commerce. However, when people do business online, with many different forms of transactions, calculating and collecting taxes from business households still faces many difficulties, affecting the state budget revenue.
For the same quality product, if bought directly at the store, the price will be 25-30% higher than buying online, some items are even twice as expensive as buying directly. Explaining this difference, many online sellers said that they do not have to pay taxes, do not have to rent premises, so the price of goods sold is cheap. It is this advantage that many people now switch to buying goods online and the State has not collected this tax. An e-business person only needs to advertise an item online, if the buyer places an order, they can ask the warehouse to pack and ship it to the customer, or rent a warehouse to store the goods in one place and advertise the goods in another place. Doing business in this form, the authorities also face many difficulties in tax management and product quality.
Mr. Hoang Chi Dung, Deputy Director of the Department of Industry and Trade, said: In the digital age, online trading has become popular. In order to manage the quality of goods and increase the efficiency of state budget revenue, the Department of Industry and Trade regularly promotes businesses and business households in the area to register to put their products on trading floors licensed by the State. Through that, the authorities have the conditions to manage quality and increase budget revenue. However, there are currently many people buying and selling goods online, including trading goods from countries around the world to Vietnam. With this form, the authorities face many difficulties in managing product quality. The Department of Industry and Trade also recommends that when buying goods online, people need to choose reputable stores and comply with the provisions of the law on e-commerce to buy products that ensure quality.
In order to effectively implement tax management for e-commerce and digital business activities, the Tax sector has reviewed information and put 92 taxpayers under management. As a result, in 2024, taxes from e-commerce activities were collected with a total amount of VND 4.6 billion. To improve the efficiency of budget revenue from e-commerce activities, in the coming time, the Tax sector will continue to proactively implement many measures such as building a tax management database, coordinating with other sectors in sharing data, especially databases from sectors such as banking and telecommunications to help tax management and collection be more effective. However, in reality, e-commerce business activities with their flexibility and cross-border transactions still pose new challenges for tax management.
According to experts in the tax sector, to improve the effectiveness of tax management for e-commerce activities, it is necessary to promote propaganda, support and guidance for taxpayers to declare and pay taxes in accordance with the law; coordinate with domestic platforms and foreign e-commerce platforms to propagate tax obligations of organizations and individuals doing business on the platforms. In particular, the tax sector needs to continue providing electronic tax services to support tax declaration and payment and require e-commerce trading platforms with online ordering functions to be responsible for deducting, declaring and paying taxes on behalf of individuals doing business on e-commerce trading platforms. At the same time, the tax sector collects information from many sources, on that basis, exploits and processes information to review taxpayers and put them under management; builds a risk management model for organizations and individuals doing e-commerce business, in which AI is applied to process big data, and issues warnings in cases of tax risks. Continue to carry out inspection and examination work in the entire industry, in organizations and individuals doing e-commerce business, enterprises that are owners of e-commerce trading floors, shipping units, payment intermediaries, etc.
E-commerce management in general and e-commerce tax collection management in particular is a complex issue, because it involves many sectors and localities. To improve the effectiveness of state management in e-commerce transactions, the coordination mechanism and information sharing among all relevant state management agencies, with the goal of building a synchronous, comprehensive and complete data system is one of the decisive factors for success in e-commerce management and development, including e-commerce tax collection management.
