On the morning of March 26, under the chairmanship of National Assembly Chairman Vuong Dinh Hue, the National Assembly Standing Committee (NASC) opened the 5th Conference of full-time National Assembly deputies of the 15th tenure, discussing a number of contents to be submitted to the National Assembly at the 7th Session of the 15th National Assembly.
In his opening speech, National Assembly Chairman Vuong Dinh Hue stated that since the beginning of the term, the National Assembly Standing Committee has paid great attention to and regularly organized conferences of full-time National Assembly deputies.
Through 4 conferences since the beginning of the term, full-time National Assembly deputies have contributed more than 323 opinions on 25 draft laws and 1 draft resolution of the National Assembly; thanks to that, many valuable and very accurate opinions have been absorbed and refined.
Through consultation at the Conference of specialized National Assembly deputies, the quality of some very difficult draft laws such as the Land Law (amended) and the Law on Medical Examination and Treatment (amended) has been improved, reaching consensus with a high voting rate of National Assembly deputies when considering and passing them.

The National Assembly Chairman said that the 5th Conference of full-time National Assembly deputies is expected to take place in 2.5 days, reviewing and giving opinions on 8 draft laws, including the draft Law on the Capital (amended); the draft Law on the Organization of People's Courts (amended); the draft Law on Social Insurance (amended); the draft Law on Roads; the draft Law on Road Traffic Order and Safety; the draft Law on National Defense Industry, Security and Industrial Mobilization; the draft Law on Archives (amended) and the draft Law on amending and supplementing a number of articles of the Law on Property Auction.
These 8 draft laws were reviewed and commented on by the National Assembly at the 6th Session and all opinions were fully synthesized, fully absorbed, revised and explained by the Standing Committee of the National Assembly to complete the draft laws.
Emphasizing the close coordination between the National Assembly Committees and the agencies drafting the Law projects, the National Assembly Chairman said that since the beginning of the term, the coordination between the drafting agencies and the agencies reviewing the Law projects has been very close, from early on, from afar, and together from the beginning of the submission of the Law project until the National Assembly passed it.
For the conference to be highly effective, the National Assembly Chairman requested that National Assembly deputies consider whether the draft laws to date have been fully implemented and seriously institutionalized, closely following the Party's policies on each issue; whether they have ensured the constitutionality, legality, consistency of the legal system and conformity with international conventions, agreements and treaties to which Vietnam is a member?
Along with that, review the contents of the Law projects to date to see whether they closely follow the major policies set out when drafting the law; which content is new and whether the additional issues fully comply with the regulations on law-making, especially the regulations on impact assessment.

The National Assembly Chairman asked the delegates to give their opinions on major issues and issues on which there are still different opinions or different solutions; to review issues related to the application of laws and transitional provisions.
The National Assembly Chairman stated that the process of drafting the above Laws as well as drafting laws since the beginning of the term must continue to thoroughly grasp the principles of Resolution No. 27-NQ/TW dated November 9, 2022 of the 6th Conference of the 13th Party Central Committee on continuing to build and perfect the socialist rule-of-law State of Vietnam in the new period.
Accordingly, for issues that are mature, clear enough, and have high consensus and unity, they are stipulated in the law; issues that are not mature, not clear enough, and still have different opinions need to be further studied; issues that are truly urgent but also do not have high consensus, if approved by competent authorities, they should be studied to take appropriate steps.
Informing that the law-making agenda for the upcoming 7th Session of the National Assembly is very heavy, National Assembly Chairman Vuong Dinh Hue affirmed that this conference is very important for the completion of the legislative tasks of the Session. Therefore, the National Assembly Chairman hopes that delegates will contribute many dedicated, responsible and valuable opinions so that the National Assembly Standing Committee can continue to direct the research, absorption and completion of the best quality draft laws to be submitted to the National Assembly for consideration and approval at the Session.
