The Committee for Culture and Society reviews the content of the 12th session of the 15th Provincial People's Council.

Vice Chairman of the Provincial People's Committee Lo Van Tien spoke at the meeting.

At the meeting, the Culture - Society Committee presented the draft Resolution on the investment policy of the Project. Him Lam Resistance Center is located in the political, economic, cultural and social center of Dien Bien Phu city, a place with potential to attract tourists. Him Lam Resistance Center has been invested in phase I, completed and put into use; however, the project has not been invested synchronously, and has no overall highlight. Investment in conservation and restoration will promote historical value, have high educational value about the heroic patriotism of the nation, and meet the expectations of veterans and tourists.

Comrade Nguyen Quang Lam, Head of the Culture - Social Committee (Provincial People's Council) chaired the meeting.

The project is built on an area of 5,672.44m2 ^of land, within the scope of Him Lam Resistance Relic Site. The project is consistent with the planning of Dien Bien province for the period 2021-2030, with a vision to 2050; consistent with the tourism development orientation of Dien Bien province to 2025, with a vision to 2030.

Representatives of the Department of Planning and Investment explained and clarified some contents.

Representatives of departments and branches explained and clarified a number of contents proposed by the Committee for Culture and Society, such as: The settlement of completed project items in phase I ensures compliance with legal regulations? Do the contents and investment scale of some project items overlap with the contents that have been implemented by the Provincial People's Committee in phase I? Specifically, the central budget capital, local capital, socialized capital; the feasibility of disbursing capital to deploy and implement the project in the remaining time of 2023 and 2024...

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Lo Van Tien suggested that the Department of Culture and Society and the Provincial People's Committee review the content related to local budget capital and socialized capital to submit to the Provincial People's Council for approval. Based on the opinions of the delegates, the Department of Culture and Society received, supplemented and edited the Draft Resolution to ensure the content according to regulations to submit to the 12th session of the Provincial People's Council, term XV.
