Reviewing draft resolution on tuition fees and preservation and restoration of relics

Comrade Le Thanh Do, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee gave his opinion at the meeting.

The first draft resolution that delegates commented on and reviewed was “Regulations on tuition fees from the 2023-2024 school year for public preschool and general education institutions in the province”. The draft proposed preschool tuition fees from 25,000 - 40,000 VND/month/student, secondary school tuition fees from 10,000 - 25,000 VND/month/student; high school tuition fees from 15,000 - 35,000 VND/month/student, depending on the area of permanent residence (remaining the same as the tuition fees for the 2021-2022 school year as stipulated by the Provincial People's Council in Resolution 09/2021/NQ-HDND). For primary school level, the fee is 50,000 VND/student/month (equal to the tuition fee for the 2022-2023 school year as stipulated in Resolution 06/2023/NQ-HDND).

Agreeing with the necessity and appropriateness of the draft, however, the Committee for Culture and Society requests the Provincial People's Committee to report and clarify further the number of educational institutions in the province that have not self-financed regular expenses, educational institutions that self-financed regular expenses and investment expenses. The reasons and reasons for not proposing and submitting to the Provincial People's Council for consideration and decision on tuition fees for public educational institutions in the case of online learning.

Director of the Department of Education and Training - Mr. Nguyen Van Doat reported and clarified the audit contents.

The leaders of the Provincial People's Committee and the Department of Education and Training have explained and affirmed that no educational institution in the province has self-funded its expenses. In case of natural disasters or epidemics requiring online learning, there has been a budget estimate, timely reporting, and consultation with the Provincial People's Committee for consideration and decision, in accordance with the situation.

After clarifying and agreeing on the above content, the delegates continued to examine the draft resolution "Investment policy for the project to preserve and restore the Dien Bien Phu Citadel Group Center, combined with renovating the green tree system at the relic sites". Scope of implementation: Dien Bien Phu Citadel Group Center; Him Lam Hill, C1 Hill, C2 Hill and F Hill. Total investment of 260 billion VND, implemented in the period of 2024 - 2026.

Delegates were interested in finding a solution for the route through the De Castries tunnel to residential group 4, Thanh Truong ward, Dien Bien Phu city (located in the project implementation location); approval from competent authorities on the construction of the project according to the Law on Cultural Heritage... Representatives of relevant departments answered the issues raised by the delegates, affirming that they were consistent with the planning and approval of the Prime Minister. Along with that, there was a plan to connect the route for people in residential group 4.

Comrade Nguyen Quang Lam, Head of the Culture - Social Committee (Provincial People's Council) spoke at the meeting.

After clarifying the issues, the delegates agreed on the discussed content. Thereby, the Culture - Social Committee consulted to review, edit and complete the draft to be submitted to the 14th Session of the 15th Provincial People's Council.
