The Central Organizing Committee solicits comments on the Project to supplement and amend the Party's Election Regulations.

On the morning of August 20, the Central Organizing Committee held an online conference to collect comments on the Project to supplement and amend Decision No. 244 dated June 9, 2014 of the 11th Central Executive Committee promulgating the Election Regulations within the Party (referred to as the Election Regulations). Comrade Nguyen Quang Duong, member of the Party Central Committee, Deputy Head of the Central Organizing Committee chaired the conference. The conference was connected with 33 Provincial and Municipal Party Committees directly under the Central Government.

Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council chaired the conference at the Ninh Binh provincial bridge. Also attending were Comrade To Van Tu, Member of the Provincial Party Committee Standing Committee, Head of the Provincial Party Committee's Organization Board; leaders of the Provincial Party Committee's Organization Board, district, city and affiliated Party Committees.

In recent times, the work of disseminating and implementing the Central Executive Committee's Regulations, the Secretariat's Guidelines on election regulations and related documents of the Central Committee has been paid attention to, focused on and seriously implemented by Party committees and organizations at all levels, especially for new points compared to the regulations and guidelines of the previous term. Party committees, organizations, cadres and Party members have fully recognized the position and importance, and agreed and highly unified with the contents of the Election Regulations, regulations and guidelines of the Central Committee.

The concretization of the Election Regulations has been proactively and actively implemented by the Central Committee, Party committees and Party organizations at all levels, in conjunction with the leadership, direction and implementation of personnel work for Party congresses at all levels and personnel work according to the Politburo's Directive, regulations and instructions of the Central Committee. Some unclear contents of the Election Regulations have been promptly and specifically guided by the Central Committee, meeting practical requirements and creating favorable conditions for organization and implementation.

The content of the election regulations is basically consistent with the regulations and instructions of the Central Committee, ensuring the principles of organization and operation of the Party, easy to implement, a new step forward in expanding democracy, coupled with tightening discipline, clearly defining the responsibilities of organizations and individuals in the election, resolving difficulties in the election work in previous terms, contributing significantly to the success of Party congresses at all levels, building the Party's cadres and the political system, thereby improving the leadership capacity and fighting strength of Party organizations and Party members.

However, after 10 years of implementing the Election Regulations, there have been difficulties and shortcomings. On that basis, localities have proposed, recommended and proposed to amend and supplement a number of appropriate provisions.

At the conference, Comrade To Van Tu, Head of the Organizing Committee of Ninh Binh Provincial Party Committee and the delegates attending contributed many ideas to propose supplementing and amending the election regulations within the Party, in which they highly agreed with the principles of supplementation and amendment: Complying with the Party Charter, Resolution of the 13th National Congress of the Party. Strengthening leadership, upholding the principles of the Party, especially the principle of democratic centralism. Ensuring the comprehensiveness, unity, and connection with the Party's documents; stability, inheritance and development; consistent with the practical situation and requirements of Party building work in the new situation. Expanding democracy must go hand in hand with tightening discipline and order within the Party. Clearly defining the responsibilities of Party committees, Party organizations, Party committee members, congress delegates, and Party members in running for election and nomination. Ensuring strict procedures for running for election and nomination and fairness in nominating and introducing personnel for election.

Inheriting the relevant contents of the current Party Election Regulations; updating the contents of the Regulations on the implementation of the Party Charter, Directive No. 35-CT/TW dated June 14, 2024 of the Politburo, Instruction No. 03 dated March 20, 2020 of the Secretariat; editing and reorganizing some contents, rephrasing some sentences to ensure they are concise, easy to understand, and easy to implement, but not changing the nature of the Party Election Regulations...

In addition, delegates also commented on a number of specific articles and clauses such as the duties of the congress delegate qualification review committee, regulations on the balance and election list; candidacy and candidacy procedures; nomination and nomination procedures, etc.

Concluding the conference, Deputy Head of the Central Organizing Committee Nguyen Quang Duong thanked, acknowledged and highly appreciated the responsible opinions of the localities, the opinions stemming from the practical implementation of the Election Regulations. The opinions expressed at the conference will be absorbed, the draft will be completed and submitted to the competent authority for consideration and decision.

He noted: The preparation for the Party Congresses at all levels, term 2025-2030 takes place in the context of the province implementing the arrangement of administrative units, so it is necessary to have a careful and methodical implementation method.

The Party building organization sector from the provincial level needs to closely follow Directive 35 of the Politburo on Party congresses at all levels towards the 14th National Party Congress, on that basis, continue to promote the role and responsibility in advising the Party Committee to direct and implement. Focus on doing a good job of advising, reviewing, evaluating, preparing human resources, and selecting units to host the Congress.

Along with that, focus on advising and directing the work of developing Party members, establishing Party organizations in non-state enterprises, ensuring the completion of the Party admission target of the entire Provincial Party Committee during the 2020-2025 term...
