From May 22 to 23, Tien Son Commune People's Committee held a conference to collect opinions from people in 6 villages on the draft project to merge Tien Son and Tien Cam communes to establish a new commune administrative unit. According to village 3 (Tien Son commune), 124/162 households attended the conference.
There were 10 opinions expressed by the people who were in high agreement with the policy of merging and naming the new commune Tien Son, and the plan to resolve the surplus public staff and assets. However, other opinions were also concerned about the location of the new commune's administrative unit's office according to the draft project.
Previously, in a petition sent to all levels, many people from Tien Son commune signed the petition stating that choosing the headquarters of Tien Cam commune People's Committee as the headquarters of the new commune administrative unit after the merger was inappropriate, did not ensure mobility in leadership, management and operation, and did not facilitate people who needed to solve their work.
If the new commune headquarters is located at Tien Son Commune People's Committee, then from here to the farthest villages 4 and 6 of the commune is only 7km; to the end point of Tien Cam commune at present, Cam Pho and Cam Dong villages, is also only 7km.
On the contrary, if the current administrative center of Tien Cam commune is located there will be many disadvantages, because it will not be in the central area of the new commune after the merger.
According to Mr. Nguyen Duc Hieu (village 3, Tien Son commune), the current administrative area of Tien Cam commune is only half the size of the administrative area of Tien Son commune; meanwhile, Tien Son has just built a commune police headquarters, a medical station, and a newly upgraded and repaired commune cultural and sports center.
The new commune headquarters is located in Tien Cam, and the new commune police headquarters is located in Tien Son, which will make it difficult to ensure security and order in the commune administrative center area.
Sharing with us, Mr. Nguyen Luong Xu (Cam Tay village, Tien Cam commune) expressed that, regarding the issue of choosing the administrative center of the new commune, many people in the village said that the district needs to carefully calculate the future development orientation.
In addition, although people were concerned about removing the name of Tien Cam commune due to the merger, they still agreed because of the common policy; because in the mind of each person, the revolutionary tradition of the land of the three communes of Son - Cam - Ha is one.
The choice is temporary.
Talking to the people of village 3, Mr. Nguyen Minh Xinh - Vice Chairman of Tien Phuoc District People's Council said that the people's opinions were very enthusiastic, responsible, and sincere towards the draft project prepared by the district. The process of building the project was carried out in accordance with the procedures and instructions of the superiors.
The Standing Committee of Tien Phuoc District Party Committee held many meetings and discussed very carefully to reach an agreement to name Tien Son and choose a temporary location for the new commune administrative headquarters after the merger, which is the current Tien Cam Commune People's Committee.
For the common development goal of the new commune after the merger, not for the individual development of Tien Son or Tien Cam communes. The merger of the two communes mentioned above according to the district's project will solve the problem of rearranging Tien Son commune in the period of 2026 - 2030. After the rearrangement, the new commune's administrative unit has a natural area of 40.11 km2 (reaching 80.22%) and a population of 7,383 people (reaching 147% of the standard).
Taking note of the opinions of the people of village 3, Mr. Xinh also stated that the district has temporarily chosen the office of the new communal administrative unit after the merger as the People's Committee of Tien Cam commune.
And to add, up to now, the Provincial People's Committee has not yet approved the Tien Phuoc district area. The communes of Tien Son and Tien Cam have not yet had their commune planning approved.
“After the merger, the Standing Committee of Tien Phuoc District Party Committee will direct the District People's Committee to organize surveys and seminars to gather people's opinions on the location to build new communal administrative units in accordance with legal regulations, in accordance with people's wishes and meeting future development requirements,” said Mr. Xinh.
Compared to localities with commune-level administrative units subject to rearrangement in the 2023-2025 period in the province, up to now, the implementation progress in Tien Phuoc has been slowed down.
Specifically, in the stage of organizing the collection of people's opinions on the draft project and implementing the next steps of the process. Explaining this issue at the conference, the representative of the Tien Son Commune Party Committee said that the district had discussed thoroughly during the process of building the project, especially when there were different opinions on some related contents, so it was not until the evening of May 22 that the collection of people's opinions was organized. Hopefully, through the conference, people will clearly understand the issue and have a high consensus on the project.
