Teachers in preschool education institutions, if they wish, can retire at a lower age but not more than 5 years older than the prescribed age and will not have their pension rate deducted due to early retirement.

Ms. Nguyen Thuy Duong, 48 years old, a preschool teacher in Ha Dong district (Hanoi) said that she loves her job and has been working with children for nearly 30 years but still hopes to retire early. Every day, she is at school at 7am to pick up the children, then organizes activities such as physical education, teaching, lunch and afternoon activities... "Sometimes when 2-3 children in the class sneeze, have a runny nose, or vomit, the teacher is the one who holds and takes care of them. When the children sleep, she can have lunch and create toys for afternoon activities or class hours during the week. By afternoon, she is exhausted and feels that she is no longer as agile and strong as the young teachers to be able to dance and sing with the children," Ms. Duong said.

Ms. Vu Thi Men, Hoa Ban Kindergarten, Gia Phu Commune, Bao Thang District (Lao Cai) said that she has been working as a "babysitter" for 17 years. With the requirement of innovation and application of information technology in teaching, she has had to work hard to learn. "Moreover, preschool education has its own characteristics. Children go to school not only to study but also need to be taken care of from eating to sleeping. In class, teachers are always busy with many activities from 7am to 5pm. Honestly, if you are not in good health, it is difficult to cope," said Ms. Men.

Difficult to arrange elderly teachers

In the role of manager, Ms. Nguyen Thi Thanh Huong, Principal of Sao Mai Kindergarten, Ba Dinh District (Hanoi) said that in addition to young teachers, the school currently has 4 teachers aged 53-54. With the job requirements of a kindergarten teacher today, it is necessary to apply 4.0 technology to innovate teaching, it can be said that older teachers have not kept up. Being afraid of innovation and having to teach until the age of 60 is a big challenge and obstacle for teachers at this level. In reality, parents who bring their children to school also express their desire to have young, active teachers teach the class. They are concerned when they see an old teacher holding and taking care of children, which will not ensure safety. "While a young teacher will be agile, flexible, and not afraid of difficulties to organize activities to attract children, something that older teachers will find difficult to do well in classes that require many activities or music classes that require high artistic quality," said Ms. Huong.

“Low salary, hard work, in recent years many preschool teachers have quit their jobs to work in other fields. Therefore, the proposal aims to ensure the safety of children and the rights of teachers, and is also a policy to attract good teachers at this level.”

Talking to Tien Phong reporter, Mr. Vu Minh Duc, Director of the Department of Teachers and Education Management Staff (Ministry of Education and Training) said that, based on the reality of difficulties and hardships of preschool teachers, the Ministry of Education and Training persistently provides content for teachers at this level to retire earlier and not have their pension rate deducted due to early retirement. The reason is that preschool teachers are special laborers who work very hard, taking care of children from morning to night, so if their health is not guaranteed, there will be a risk of safety for the children. When she is 58, 59 years old, sometimes when she sees a child fall, she will have difficulty catching him.

In addition, from July 1, 2024, workers who retire 1 year before the age will have 2% of their salary deducted, however, preschool teachers have a very low salary coefficient, those who have just graduated with a college degree currently have a salary coefficient of 2.1% (equivalent to about 4.9 million VND), when they retire, they will receive a salary of more than 10 million. If they retire early and have more deductions, it will be very disadvantageous for teachers at this level.
