Based on the report of the Department of Agriculture and Rural Development, on July 19, 2023, the Office of the People's Committee of Hai Phong City issued Official Dispatch No. 4986/VP-TL notifying the opinion of the Chairman of the People's Committee of Hai Phong City on handling violations of the law on dikes in the area.
Accordingly, Mr. Nguyen Van Tung, Chairman of Hai Phong City People's Committee, requested the authorities of districts and towns with violations to urgently review, strictly handle and eliminate violations according to their authority and regulations of the law, to be completed in August 2023.

In addition, inspect and review the management and use of riverside alluvial areas, strictly handle cases of land law violations and illegal construction. Resolutely reclaim encroached areas and misused areas according to authority and regulations of law. At the same time, review, clarify responsibilities and handle according to authority for collectives and individuals who do not perform the task of handling administrative violations when receiving handling recommendations from dike management agencies.
The Chairman of Hai Phong City People's Committee will review and review the responsibilities of the Chairmen of District People's Committees if they do not strictly handle existing violations, so that new violations that arise are not handled promptly and effectively.
According to a report by the Department of Agriculture and Rural Development of Hai Phong, from January 1, 2021 to now, there have been 70 violations of construction works on the dike corridor and riverbank. Of these, local authorities and functional agencies have only completely handled 7 cases.
To date, the People's Committee of Hai Phong City and the People's Committees of districts have issued 31 decisions on administrative sanctions for violations in the fields of dikes and land. The People's Committee of Hai Phong City alone has issued 15 decisions, imposing fines totaling VND840 million.
Among the 14 districts of Hai Phong City, there are 4 localities that have not detected any violations, including: Cat Hai district, Do Son district, Hong Bang district and Ngo Quyen district. The remaining localities, the most is An Duong district (30 cases). Next are An Lao district (12 cases), Le Chan district (8 cases), Hai An district (6 cases)...
