Since the beginning of the year, the Social Policy Bank of Ha Tinh province has disbursed social housing loans to 400 customers with a turnover of more than 152.2 billion VND.
After many years of living with his parents, the family of Mr. Bui Bao Nam (born in 1978), residing in Khe Giao 2 village, Ngoc Son commune (Thach Ha) can now fulfill their dream of building their own home.
Mr. Nam shared: “My wife is a civil servant, I am a worker in a local enterprise. The social housing loan program is a humane policy, helping middle-income families like us to boldly invest in building new houses with loans of up to 500 million VND and enjoy preferential interest rates of 4.8%/year. My wife and I are urgently completing the application procedures so that the bank can disburse according to regulations.”

The family of Ms. Le Thi Lan (residential group 3, Thach Ha town) has also received support from the Vietnam Bank for Social Policies (VBSP) to realize their dream of "settling down". 16 years of living in a cramped, dilapidated apartment building has always been a nightmare for family members.
Le Thi Lan and her husband are excited to have a new house after 16 years of living in a dilapidated apartment building.
Ms. Lan said: “I am a primary school teacher, my husband is a civil servant, raising 3 children and supporting my elderly parents in the countryside, so the dream of having a new, spacious house has been delayed. Fortunately, the Bank for Social Policies has lent us 400 million VND to build a new house, contributing to improving the quality of life.”
Mr. Nam and Ms. Lan are two of hundreds of households in Thach Ha district that are benefiting from this humane policy. Accordingly, the subjects of the social housing loan program are people with revolutionary contributions; low-income people, poor and near-poor households in urban areas; workers working in enterprises inside and outside industrial zones; officers, non-commissioned officers with technical expertise, professional soldiers, workers in agencies and units of the People's Public Security and the People's Army; cadres, civil servants and public employees. Note that the above subjects are not subject to regular income tax.
The Bank for Social Policies, Ha Tinh Province Branch, is speeding up the disbursement of capital for the social housing program.
Mr. Pham Ngoc Cuong - Director of the Transaction Office of the Social Policy Bank of Thach Ha district said: In 2023, the Transaction Office of the Social Policy Bank of Thach Ha district was allocated 18 billion VND from the social housing program and has so far disbursed more than 12 billion VND; bringing the total outstanding debt of the program to nearly 44.7 billion VND with 122 customers with outstanding debt. It is expected that the unit will disburse 100% of the capital allocated in the year before July 31, 2023".
At this time, the Transaction Office of the Social Policy Bank of Cam Xuyen district is also urgently implementing solutions to speed up the disbursement of capital for the social housing program.
Mr. Nguyen Van Duc - Director of the Transaction Office of the Bank for Social Policies in Cam Xuyen district informed: "The unit has implemented the steps from receiving, appraising loan applications and disbursing loans to eligible subjects according to regulations. As of June 15, 2023, the total outstanding balance of the social housing loan program in the area is 36.9 billion VND with 96 borrowers. In 2023, the unit will be supplemented with an additional 20 billion VND of new capital and strive to disburse 100% of the allocated capital before June 30, 2023".
With social housing capital, Ms. Nguyen Thi Hang's family boldly built a new house.
Ms. Nguyen Thi Hang (born in 1981), from Cam Xuyen district, shared: “I am a kindergarten teacher, my husband is a military driver, raising 3 children and an elderly mother. Our family is not well off, so when the Bank for Social Policies lent us 500 million VND to build a new house in Cam Xuyen town, we were very happy. The preferential interest rate and the loan period of the program are up to 25 years, so the family is not under too much pressure to repay the debt.”
Implementing the direction of the Social Policy Bank of Ha Tinh province, along with Thach Ha and Cam Xuyen, currently the transaction offices of the Social Policy Bank in the area are also urgently and effectively implementing the social housing loan program according to Decree 100/2015/ND-CP and Decree 49/2021/ND-CP of the Government. Accordingly, as of June 15, 2023, the total outstanding loan balance of the program in the whole area reached over 499 billion VND with 1,442 borrowers. Since the beginning of the year, 400 customers have received new loans with a loan turnover of over 152.2 billion VND.
