Taking competition as a driving force, bringing policy credit into depth

In the period of 2020 - 2025, the economy continues to face difficulties due to the impact of the COVID-19 pandemic and the global economic recession. At the same time, unfavorable weather conditions affect people's lives, production and business activities and impact the development of policy credit in the area. However, with the attention and direction of the Board of Directors, the Executive Board of the Vietnam Bank for Social Policies (VBSP), local Party committees and authorities at all levels; the close coordination of all levels, sectors, and entrusted unions, along with the efforts of the collective of workers, the VBSP of Ha Tinh province has excellently performed its tasks, making an important contribution to the goal of sustainable poverty reduction, job creation, ensuring social security, and building new rural areas.

The branch is implementing 20 preferential credit programs with a total outstanding loan balance as of February 28, 2025 reaching VND 7,352.4 billion, an increase of VND 2,396.4 billion compared to 2020 with 101,524 customers with outstanding loans.

The Social Policy Bank conducts transactions at the commune level, creating favorable conditions for people to access loans.

Ms. Bui Thi Ngoc Ha - Director of the Social Policy Bank of Ha Tinh province said: In the period of 2020 - 2025, the emulation and reward work of the unit achieved many positive results. Accordingly, the organization and implementation of the emulation movement were methodical, effective, practical, in line with the political tasks and the actual situation in the locality; the consideration of rewards ensured publicity, transparency, and the right subjects, creating motivation for employees. The unit focused on closely linking emulation and rewards with professional tasks, motivating employees to improve work efficiency, and successfully complete assigned planning targets. In particular, many advanced models appeared in the emulation movement of good workers and creative workers, contributing to bringing social policy credit activities into depth.

With the motto "Understanding the people's hearts, serving wholeheartedly", each officer and employee of the Social Policy Bank of Ha Tinh province has made efforts to spread the brand of "a bank for the people". Employees actively responded to emulation movements launched by the industry and the province with practical and meaningful tasks, making efforts to bring policy capital from the coastal areas to the highlands.

After 15 years of working in the profession, through many working positions, Ms. Tran Thi Van - Head of the Synthesis Team of the Social Policy Bank of Ky Anh District, together with the team, has brought capital to tens of thousands of poor people and policy beneficiaries. Ms. Van shared: "Having gone through many working positions, I always closely followed the instructions of my superiors to implement policies on policy credit activities. Together with the team, I have turned the activities of the Social Policy Bank of Ky Anh District into a unit with the top scale and credit quality in the country with a total outstanding balance of 826.9 billion VND as of February 28, 2025".

In the process of implementing emulation movements, the leadership team of the Social Policy Bank has clearly demonstrated the role of "leading the way". Keeping close to reality and forecasting the situation, they have made decisions to develop policy credit.

The Social Policy Bank of Vu Quang district continuously “scores” in credit quality as it is the only locality in Ha Tinh that has not had overdue debt for many years. In this overall achievement, there is a great contribution from the Board of Directors and Mr. Phan Thanh Tung – Deputy Director of the unit.

Mr. Phan Thanh Tung - Deputy Director of the Social Policy Bank of Vu Quang district shared: “The Board of Directors and I always build internal solidarity, set an example in work, regularly follow the situation, launch emulation movements, and successfully complete the assigned credit plan. At the same time, advise members of the District Board of Directors to direct, implement management, inspection, and supervision of policy credit capital in the area; urge unions at all levels to promptly and fully implement the proposed inspection and supervision programs and plans. The unit's operating results effectively contribute to the implementation of socio-economic development tasks in the locality; the district Party Committee and government highly appreciate the role and effectiveness of social policy credit programs".

In practice, the model of the Board of Directors (BOD) of the Social Policy Bank has promoted the strength of the entire political system, especially since the Central Party Secretariat issued Directive No. 40-CT/TW on strengthening the Party's leadership over social policy credit. The Board of Directors at all levels have paid attention to and closely directed the activities of the Social Policy Bank, many programs have been effectively implemented, fundamentally changing people's lives.

Mr. Pham Van Thang - Standing Vice Chairman of Cam Xuyen District People's Committee, Head of the Board of Directors of the District Social Policy Bank said: "The Board of Directors of the district always pays attention to perfecting the apparatus; closely following the resolutions, programs, and plans of the superiors, directing the good implementation of policies and guidelines on preferential credit; paying attention to arranging commune transaction points to serve poor households and policy beneficiaries to conveniently transact. At the same time, strengthen the inspection and supervision of policy credit activities, activities of savings and loan groups, and entrusted socio-political organizations to promptly advise on solutions to improve credit quality. By the end of 2024, the total outstanding policy credit balance of Cam Xuyen district will reach over 683 billion VND, 99.85% of savings and loan groups are classified as good".

In the period of 2025 - 2030, the emulation and reward work of the Provincial Social Policy Bank continues to be promoted with many innovations in content and organization methods.
