Current risk of registration congestion
Speaking with Giao thong Newspaper reporters, the leader of the Vietnam Register said that currently, the country has 274/294 registration centers with 446/546 inspection lines in operation.
According to the Vietnam Register, if all vehicle inspection violations are tried simultaneously in July 2024, it is predicted that up to 84 vehicle inspection centers will have to close for 3 months. The risk of congestion and overloaded vehicle inspection will certainly occur and will be especially serious in Hanoi, Ho Chi Minh City and Dong Nai.
Minimum inspection capacity of 642,240 vehicles per month, fully meeting the inspection needs of people and businesses nationwide in 2024 because the highest monthly inspection demand nationwide is only over 500,000 vehicles.
If the cases of violations at the inspection centers are tried simultaneously, it is predicted that up to 91 inspection centers nationwide will have to close for 3 months.
However, due to the uneven geographical distribution of inspection centers, there are shortages and surpluses, plus vehicles that have their inspections automatically extended according to the provisions of Circular 08/2023 and the number of vehicles that were previously suspended from operation and are now being inspected again, the inspection congestion is at risk of recurring in the middle and late months of 2024 in 11 localities.
These localities include Binh Thuan, Dong Nai, Dong Thap, Ha Giang, Hanoi, Kon Tum, Lam Dong, Thai Binh, Thua Thien Hue, Ho Chi Minh City and Tra Vinh. In particular, in Hanoi and Ho Chi Minh City, there has been a local traffic congestion at some points in the recent past.
In the coming months, when cases related to vehicle inspection in localities are brought to trial, it will have a huge impact on inspection activities.
According to statistics, there have been 42 localities with 112 inspection centers where inspectors have been prosecuted.
Since the end of 2022, the Vietnam Register has added more than 500 inspectors, however, the number of inspectors prosecuted is too large. According to calculations, it will still not be able to compensate by 2025.
"With the increasing number of vehicles coming for inspection and the fact that the prosecution agencies will bring the case to trial in the near future as analyzed above, there are up to 36 localities nationwide at risk of traffic congestion for inspection.
Including: Bac Kan, Bac Giang, Bac Ninh, Binh Dinh, Binh Duong, Binh Thuan, Can Tho, Da Nang, Dak Lak, Dong Nai, Dong Thap, Gia Lai, Ha Giang, Ha Nam, Hanoi, Ha Tinh, Hai Duong, Hau Giang, Hoa Binh, Hung Yen, Kon Tum, Lam Dong, Nam Dinh, Nghe An, Phu Yen, Quang Binh, Quang Nam, Quang Ngai, Son La, Thai Binh, Thai Nguyen, Thua Thien Hue, Tien Giang, Ho Chi Minh City, Tra Vinh and Tuyen Quang.
In particular, there will be localities where there will no longer be inspection centers to operate, such as Bac Kan and Thai Binh. This will affect and even lead to congestion of vehicles coming for inspection in other localities due to the movement of vehicles from the above 36 localities.
Lang Son, Hai Phong, Quang Ninh, and Yen Bai in the past were typical examples when, despite the excess capacity of local vehicle inspection, congestion still occurred because vehicles from other provinces moved for inspection," the Vietnam Register emphasized.
Regarding human resources, according to statistics, the country has 2,474 inspectors, but more than 900 have been prosecuted. Of the 1,818 inspectors actually participating in inspection activities, 291 have been prosecuted.
Notably, according to the leader of the Vietnam Registry, if all vehicle inspection cases are tried simultaneously in July 2024, it is predicted that 91 vehicle inspection centers will have to close for 3 months, meaning that they will not be able to reopen to serve the needs of people and businesses until the end of September 2024.
Of which, 100% of the centers under the Vietnam Register in Hanoi and Ho Chi Minh City will have to close. The risk of traffic jams in the localities is certain to occur and is especially serious in Hanoi, Ho Chi Minh City and Dong Nai.
In Hanoi, there are currently 113 inspectors who have been prosecuted but are still working and supporting inspection activities at 28 inspection centers.
For example, in Hanoi, there are currently 28/31 inspection centers with 50/63 production lines in operation (3 centers cannot operate due to insufficient facilities and human resources). The total number of inspectors in these 28 centers is 204, of which 113 inspectors have been prosecuted but are still working.
When the court simultaneously tries the cases at the inspection centers (expected to take place in July and last about 1 month), there will be only 91 inspectors from 28 centers performing the inspection because the inspectors have to attend the trial.
This means that 9 inspection centers had to stop operating due to lack of inspectors, 19 centers were operating, of which 4 units were operating at minimum capacity due to only 2 inspectors left. The total capacity achieved in the month was about 35,880 vehicles while the number of vehicles requiring inspection was up to 90,552 vehicles (meeting only about 40% of the people's needs).
More worryingly, if the inspectors are convicted by effective verdicts, it is predicted that 26/28 inspection centers will have to stop operating because at least 2 inspectors will have their inspection certificates revoked.
It would be a pity if the congestion and overload of vehicle inspections were to recur again. Because if the inspection is delayed by just one day, the damage to the people, transport companies and transport business households would be enormous.
In Ho Chi Minh City, the situation is not better. Of the 18/19 inspection centers with 42/52 operating lines, 54/146 inspectors working have been prosecuted. If the cases are tried simultaneously in July, 3 centers will have to stop operating due to lack of inspectors.
15 inspection centers operate with an inspection capacity of about 48,960 vehicles/month (meeting only 83% of people's inspection needs in July).
In case the inspectors are convicted by an effective verdict, it is predicted that 16/19 inspection centers will have to stop operating because 2 or more inspectors will have their inspection certificates revoked.
The Department of Registration recommends not revoking the registration certificate of inspectors in cases where the court has convicted them, given them a suspended sentence, not banned them from practicing their profession, or given them non-custodial reform.
How to remove?
To proactively respond to situations that may arise in the coming time when cases are brought to trial and inspectors are convicted, the leader of the Vietnam Register said that the Department has reported to the Ministry of Transport on the situation of motor vehicle inspection in the coming time.
From there, it is proposed to amend Decree No. 139/2018/ND-CP and Decree No. 30/2023/ND-CP regulating the business of motor vehicle inspection services, according to simplified procedures. In which, it is necessary to exclude the case of revoking the inspector certificate and temporarily suspending the operation of the inspection unit to avoid the situation where the inspection units lack inspectors and have to stop operating, causing unnecessary damage to people and businesses, affecting the socio-economic development of the country.
Specifically, the leader of the Registry Department said that the Department proposed to amend the regulations in the direction of not revoking the registry inspector certificate for cases convicted by the court, given a suspended sentence, not banned from practicing or given non-custodial reform.
At the same time, it is recommended not to close inspection units with 2 or more inspectors whose inspection certificates have been revoked for inspection cases prosecuted before the issuance of Decree 30/2023 (ie before June 8, 2023).
At the same time, it is proposed that the Ministry of Transport issue a document requesting the Party Committees, Provincial Party Committees, and People's Committees of centrally-run provinces and cities to strengthen management and direct relevant local agencies to prepare scenarios and promptly respond to situations that may arise during motor vehicle inspection activities.
On the other hand, the Registry Department will closely coordinate with local Departments of Transport and press agencies to organize propaganda and advise people and businesses to proactively carry out early registration inspections or move to other localities with many registration centers operating for inspection.
